Rafale Deal: I have certainly few pertinent questions not for ministers but for the IAF decision makers who decide on import, technologies and add-ons in the contracts, that were hard to understand, appreciate and digest.Deal,made in 2015 was for procuring 36 ‘off-the-the selves’ Rafale fighters.

1.Should it have taken three years to start the delivery with one fighter and over five years, in exact word 67 months, to complete the delivery of 36 fighters?

2. Would not the technologies drastically have upward improvements in 67 months in present fast changing world?

3. Who soever have decided on the add-on technical features and inclusions such as radars, avionics, missiles, etc., the best and costliest available in global market must ponder over if the cost incurred was justified.

4. Was it necessary to limit the fighters by buying fitted with missiles- Scalp and Meteor, the first one a long range ground attack missile, the second a beyond visual range air-to-air missile, the best in its class? It suggests India would keep on buying Scalp and Meteor missiles.

5. Would not Rafale have been with capability of firing Indian missiles such as BrahMos?

6. Why should not instead IAF collaborate and contribute in developing and productionising of Indian fighters such as Tejas Mk-1,> Mk-2, > and then fifth or sixth generation AMCA faster and better in large numbers with India made missiles with all spare parts locally available? Why the gentlemen in IAF and ministry be in doubt about the capability of Indian talents that can be pulled out from IITs, IISc, and other institutes of excellence from all over the world?

7. Is it because import provides multiple personal benefits to some with vested interests?

HAL requires a restructuring to be a full-fledged defence fighting equipment manufacturer.

1. HAL must be restructured to have its own full fledged R&D including integrating ADA or technical group working on aerospace research in DRDO into it. HAL should make its R&D as strong as Boeing,Lockheed or Airbus by attracting the best talents from the aeronautical engineering departments of all IITs or similar colleges in the country or experienced ones from abroad if necessary.

2. HAL can be depended on to manufacture all fighters and other aircrafts as well as all types of helicopters for India Air Force, India Navy and Army.

3. The manufacturing of the engines for its aircrafts such as Kaveri series and helicopter engines such as Shakti series must come under its wings including its research and development, if necessary with tie ups with the best possible foreign companies or and consultants.

4. As a system, a simultaneous engineering and management team of designers, manufacturers and users must be formed to execute the project such as Tejas Mk-1, Mk-2 or the fifth generation fighter till its induction in services.

5. HAL must have a strong outsourcing team to develop and use the potentials of the manufacturers from the private sectors or even the foreign ones.

Presently HAL have many activities such MRO etc.that can go under a separate organisation.

Upto last March 2018, HAL had handed over 9 serial production Tejas fighters to the newly formed 45th Squadron. Those fighters participated fully in Gaganshakti and got good review from IAF too. But between March 2018 and to date in mid August in 5 months no additional serial production Tejas got added into squadron. I do not if waiting for FOC, if the serial production is continuing , suspended or stopped. Dhanoa informed the media recently that the Final Operation (FOC) for LCA Tejas Mk-1 was likely to be achieved sometime in 2019 which is further way off from June-July 2018 What was initially claimed by both HAL and ADA in media. As per Ajai Shukla of Business Standard, FOC may take more time. “ADA, which falls under the Defence R&D Organisation, is still struggling to obtain final operational certification (FOC) for the Tejas Mark 1, almost five years after obtaining initial operational certification (IOC) in December 2013. Business Standard learns that about 1,100 test points still remain to be cleared before the Tejas is granted FOC. This would normally require about 200 test flights, given that a well-organised flight test programme clears 5-6 test points in each test flight.

However, lack of coordination between ADA designers and the National Flight Test Centre (NFTC), which is headed by a senior IAF pilot, means this seldom happens. That has slowed the progress towards FOC.

What can one conclude about the working of HAL, ADA and IAF? Are they working to meet this critical requirement of the country or the delay is the indicator of inefficiency with which these organisation work as habit? The government, prime minister, defence minister, ministry appears to be working as just observers and no say of their in this sordid affair. IAF is interested in buying a big number of similar fighters from US, Sweden or France. This delay of Tejas may continue till the final decision on import is made.

Why should the shifting of the venue of the high-profile Aero India to Lucknow from Bengaluru be a controversy and that too political one? Why should Karnataka and its politicians ruling as well as others plead to stop this move that is aimed at inviting the industrial entrepreneurs in defence production to come in UP to take advantage of the second defence production corridor planned in UP after the first one in Tamilnadu? UP had been in laggard in industrial production and must get certain attractive events to allure the industrialists. The national growth planning must as much as possible balanced among the region. Let the politician shun this divisive calls in national interest and let there be no politics with the Aero India.

Localisation of Defence Production

Has finally the Indian Air Force (IAF), which has long opposed the large-scale induction of the Tejas Light Combat Aircraft (LCA), been given charge of manufacturing the Tejas in the Hindustan Aeronautics Ltd (HAL) complex in Bengaluru? What will be the management scope? Will the chairman and managing director of HAL work for some IAF boss or will IAF informally look after only the factors causing delay in FOC or for speeding up the production or for cutting down the cost to reduce its price? Will IAF also be responsible for MK1A, MK 2, Tejas naval version, and development of country’s next fighter program — Advanced Medium Combat Aircraft (AMCA) — a single-seat, twin-engine, canted twin-tail configuration, a stealthy all-weather multirole jet fighter? Feasibility study on AMCA and the preliminary design stage have been completed. But, the project awaits approval to begin airframe design, development, and finalization stage as the domestically manufactured Kaveri engine (an upgraded GTRE GTX-35VS Kaveri 90 kN in partnership with French engine-maker Snecma) is still going through developmental phases at the Gas Turbine Research Establishment (GTRE) in Bangalore.If someone has some information, please share.

Made in India Defence Wares and its Acceptability: But for the policy and mindsets of the effective decision makers of IAF and Indian army, India could live with and depend on the home developed fighters, helicopters, tanks, artillery guns, missiles and weapons with very limited import, much lower than present 70%. Unfortunately, both IAF and Army don’t take pride in using India made machines and equipment or participate wholeheartedly with their developers and manufacturers in real time to avoid delays of integrating the developments they suggest or require. Like in every product manufacturing project, a high power project team of the best talents from the organisation involved with designs and development such as DRDO or its concerned research establishment, the manufacturing companies such as HAL or concerned Ordnance Factory, the IAF or Indian army as users, must be placed in a simultaneous manufacturing management team that sort out the issues related to the project in their areas without delay as and when it comes. This is the way today’s management in all sectors runs. But at present moment both IAF and Indian army start the process of their procurement with intention of importing the best wares getting built and available at the point of time with the most developed nations, be it USSR, France, UK, USA, South Korea, Japan, Israel or even China. With the sensitivity of defence, the political bosses yield. They project and show total lack of trust in locally manufactured wares. If pushed by ministry or minister, the procurement affair becomes a blame game or fight between the manufacturing units and user decision makers.Under this condition, it will be very difficult for India to grow as manufacturing of defence items.The government must ponder over it seriously. Both Tejas fighters and Arjun tanks have not gone in desired serial production for the above reasons. While India Army keep on ordering T-90 tanks, Indian Force is waiting to finalise the import order of single engine fighter from Boeing, Lockheed or Gripen before the FOC of Tejas.Let us fully understand that handing over of HAL, ADA of DRDO to IAF or Tank, artillery factories to India Army will be disastrous move. @nsitharaman @narendramodi With all my 45 years in manufacturing, I and many will not like to put HAL and ADA under IAF. Flying aircraft and manufacturing are very different art and engineering. Don’t kill HAL, restructure it with talented consultant. Let IAF change its lust for all costly imported planes, otherwise India will never become a manufacturing nation.

HAL must have ADA as its R&D and prototyping unit and get into fast forward mode of development MK-II and then 5th and 6th generation fighters and its manufacturing keeping the cost under control. However, it must also work on development and manufacturing of right Kaveri engines in a separate plant with an independent R&D unit of its own. For sorting out the differences amicably, an accountable high power simultaneous engineering and management team must oversee execution of all new projects. The handing over of HAL, ADA or DRDO to IAF will kill the local manufacturing for ever. Let a better sense prevail in nation’s interest.

HAL- Change of Hands:As reported in Hindu, HAL’s aircraft division will be headed by a serving three-star officer or an Air Marshal of the IAF, and effectively give the IAF control over the country’s indigenous LCA project. In addition, three institutions — Aeronautical Development Agency (ADA), Aeronautical Development Establishment (ADE) and Gas Turbine Research Establishment (GTRE) — which are under the Defence Research Development Organisation (DRDO) are likely to be brought under the direct control of the Chief of the Air Staff. Thus, the entire development cycle of the LCA will have the IAF’s oversight and will ensure timely execution and prevent blame games over delays. This change may bring the speeding up of Tejas Fighter project. However, I don’t consider it as a right restructuring of HAL. It appears to be hasty decision against the norms of the best management practices. Will other laggard DPSUs also come under military rules? How technically sound is the hierarchy of IAF or armed forces to manage manufacturing and research organisations?

A Welcome Collaboration of HAL: Hindustan Aeronautics Limited (HAL) successfully demonstrated flight of a 10 Kg Rotary Wing (Helicopter) Unmanned Aerial Vehicles (RUAV). The RUAV is developed in association with IIT Kanpur and is the first outcome of HAL’s tie-ups with academia. To achieve self reliance in the aviation field and to enhance its R&D efforts, HAL is working closely with premier educational institutes and has established chairs at IITs in Madras, Roorkee, Kharagpur, Bombay and Kanpur and IISc Bengaluru. HAL’s Rotary Wing R&D Centre (RWR&DC) is involved in design and development of rotary wing platforms for military and civil operations.

Advance Light Helicopter in its different variants (ALH-Dhruv, ALH-Rudra, ALH Wheeled version) is one of its star products and in service with the Indian defence forces. The Light Combat Helicopter is also designed and developed by this centre and is under production for the Indian Army and the Indian Air Force. The centre has now partnered with IIT-Kanpur to embark upon design and development of a rotary unmanned air vehicle for defence and para-military forces and homeland security.

Some Good News about Tejas Fighters: As reported, the naval version of the indigenously built Tejas Light Combat Aircraft August 2, underwent a series of successful tests to check its capability to land on an aircraft carrier, “India has joined a select club of countries including US, Europe, Russia and China to have the capability to produce aircraft which can operate from an aircraft carrier.” The project was in abeyance for long time.

Defence Production Potentials & Policy-My Views

One more major government policy- the defence production policy (DPP-2018) for making India manufacturing hub, one of the top five manufacturers of military equipment and platforms in next 10 years, is coming next month. PTI reports. It aims to invest adequate resources to develop critical technology for manufacturing state-of-the-art military platforms including fighter jets, attack helicopters and weaponry indigenously for achieving a turnover of Rs 1.7 trillion (Rs 1,70,000 crore) in military goods and services by 2025.It can’t happen till the R&D centres e.g. ADA, DRDO; Manufacturing DPSUs or dockyards, ordnance factories;the hierarchy of defence forces-IAF, Indian Army and Navy; and the bureaucracy at ministry, run the way they have been running for ages. For every platform, there must be a platform CEO and a team of best talents for simultaneous engineering and management of the platform from key departments. For example, India would have been manufacturing its fighters and helicopters in serial production by now but for differences for IOC and FOC between ADA, HAL with IAF.India would have been producing all its missiles, weapons,artillery guns, tanks and FICVs. The same would have been the fate of various navy ships, submarines, and aircraft carriers.There is so much of prevailing pull and push for importing the best from whatever sources in the world at the costliest prices that the local platforms will never get matured and used in the shortest possible time. At least here we must go the Chinese way. The offset cost built up of Rafale deal: While I wrote on the subject last week, I knowingly didn’t talk about the 50% offset amount -an amount of ₹45,000 crore according to Rahul Gandhi’s claim was going to Anil Ambani without any credentials of building aircrafts or fighters.Gandhi was seeing some scam in that.

As per one estimate, “In the case of the 36 Rafales, Dassault Aviation has to procure nearly Rs 30,000 crore worth of components and services from Indian industry.

1.Documents provided by Dassault Aviation indicate the Dassault-Reliance JV is just one of the 72 partnerships Dassault has forged with Indian industry.

2.Others who will contribute to offset include Snecma-HAL Aerospace for engine components, Samtel for multi-function cockpit displays, Godrej, Larsen & Toubro and Tata Advanced Systems.” The idea of the agreed offset is to get the wares or services from Indian sources that may not be related to the main deal order. The responsibility of getting the offset value from India sources is that of the OEM.As on today, there are considerable numbers of MSMEs that are manufacturing hardwares or provided services to aerospace sector such as Airbus and Boeing. 3.On October 27, 2017, Anil Ambani and Dassault CEO Eric Trappier laid the foundation stone for a new facility to produce parts of the Falcon business jets under Dassault Reliance Aerospace Limited (DRAL), a 51:49 joint venture between Dassault and Reliance Defence. The facility started commercial production of Dassault’s Falcon business jet cockpits in April this year.

4.The MoDs Defence Procurement Policy leaves the choice of offset partner to the OEM. No offset agreements in the Rafale deal have so far been communicated to the MoD. This is not unusual because under the offset policy, vendors or OEMs are permitted to provide details of their Indian Offset Partners (IOP) either at the time of seeking offset credits or one year prior to discharge of offset obligations .

Further, as reported in press, Anil Ambani group has setup The Dhirubhai Ambani Aerospace Park, spread over 289 acres, will be the largest greenfield aerospace park in India with a capital investment of over `6,500 crore. It is being developed in two phases.Reliance Group will set up assembly lines and manufacturing facilities of fixed wing aircraft aerostructure for commercial transport aircraft and helicopters for both defence and commercial use. For army, Gun Carriage Factory, Jabalpur manufactures Dhanush-155 artillery guns, additionally Tata Power and Bharat Forge can also manufacture the similar artillery guns replacing Bofors guns. Mahindra is going to manufacture M777 Ultra-Light Howitzer (ULH)- a 155 mm, 39-calibre towed artillery gun made of titanium and aluminium alloys and weigh just four tonnes, making it transportable under slung by helicopters, with tie up of BAE, USA.In April 2017, Larsen & Toubro (L&T) and Hanwa Techwin of South Korea signed a contract to manufacture the K9 Vajra-T guns. K9 Vajra-T is a 155-mm, 52-calibre self-propelled artillery gun with a maximum range of 40 km. Thus there will be five companies in India that can supply now artillery guns better than Bofors. Ordnance Factory, Avadi manufactures army tanks, Arjun as well as Vishma.India can also produce all different types of rockets and missiles including BhahMos in collaboration with Russian for use by all three wings of forces.For navy, India can build all types of ships and even submarines and aircraft carriers including the nuclear powered ones.Besides DPSU shipbuilding docks, L&T has capacity and all facilities for ships of Indian Navy.For Indian airforce HAL can build fighters such 4.5 generation Tejas MK-I. Tejas aircraft will soon be integrated with Meteor EL/M 2052 AESA radar and high band jammer. Over the years, HAL can produce upgraded MK-II and then finally fifth generation AMCA. HAL can also build Tejas naval versions.An echosystem for manufacturing of LCA Tejas MK-1 is in place with a number of reliable vendors.HAL is using two production lines to manufacture Tejas and third one may be added to expedite production. HAL are also manufacturing different types of helicopters for all applications in defence forces.A large number of big and medium private companies are part of a large number of vendors that can supply every ware to defence needs. However, one wonders why the ministry and forces are reluctant to give clearance to manufacture and buy from the indeginous sources and keep on going for import, about 70% of its total requirements. Because of the lethargy of our defence administrative system, a huge potential for export of defence items to friendly remains untapped.Raising issues such as changing specifications and adding features along the development process of the product must stop as that decelerates the process of freezing the design as usual practice and causing delay in systematic planned productionisation. Both Tejas fighters and Arjuna tanks are sordid examples of the approach. Otherwise what can be the reason of Tejas, the indigenous Light Combat Aircraft (LCA) missing yet another deadline of getting its final operational clearance (FOC) by June 2018? So was the case with hesitant acceptance of Arjuna Tank. Similarly, the six majo dockyards in DPSUs and private sectors can build all types of ships including submarines and aircraft carriers.The problems are with defence ministry and three forces that fail to provide leadership in the planning and execution of the projects.

नीतीश कुमार अब पंद्रह या ज़्यादा साल से बिहार की गद्दी पर हैं और उनके पास अब कोई दूसरा बहाना नहीं है बिहार की चिरस्थायी बदहाली का. नीतीश ने कुछ सराहनीय क़दम उठाये जिसमें शराबबन्दी, दहेज और बाल बिबाह को समाप्त करने जैसी अच्छी नीतियाँ थीं. दुर्भाग्यवश इनको पूर्णत: सफल करने का रास्ता मज़बूत एवं अच्छी शिक्षा ब्यवस्था से गुज़रता है. इन चारों ध्येयों की सफलता के लिये प्रचार की ज़रूरत थी, राज्य के हर ब्यक्ति को समझने एवं समझाने की ज़रूरत थी.विशेषकर महिलाओं को, पिछड़े वर्ग के लोगों को, गाँव की जनता को अनौपचारिक ढंग से इन चारों ध्येयों की जानकारी देने की ज़रूरत थी. नीतीश को अपने सहपार्टियों के मज़बूत नेताओं, सभी राज्य कर्मचारियों के साथ साल के दो पखवाड़े घर घर जा इन विषयों पर उसी तरह चेष्टा करने की ज़रूरत थी जैसा वोट लेने के लिये वे करते हैं.प्रदेश के शिक्षकों और अभिभावकों से एक लम्बें एवं अन्तरंग वार्ता की ज़रूरत थी शिक्षा के स्तर को सुचारू करने की. स्कूली इंफ़्रास्ट्रक्चर, भवन, दोपहर का खाना, शौचालय अच्छी शिक्षा मिलने का गारण्टी नहीं है.हर शिक्षक को बच्चों को पढ़ने, पढानें में रूचि लेनी जरूरी है. सोचना होगा कमी कहाँ है कि दस दस साल तक हिन्दी, अंग्रेज़ी पढ़ने के बाद भी एक छात्र दस साल पढ़ने के बाद भी न भाषा बोल सकता है, न लिख सकता है, न पढ़ सकता है. किस तरह से हम इसको बदल सकते हैं. स्कूल आने में, रहने में कैसे बच्चे ख़ुशी महशूश करें? कैसे मिलजुल कर खेल खेल में ज्ञान अर्जन करें. कैसे हर तरह की किताबों को पढनें में रूचि बढ़े? भाषा की टेकस्टबुक्स की जगह ज़्यादा से ज्यादा उसी कक्षा के स्तर की अन्य भाषा में लिखीं किताबें पढ़े, जो अन्य बिषयों की आकर्षक ढंग से जानकारी दे? गाँव के स्कूलों में खेती के सामान्य ज्ञान दिया जाये मनोरंजन की तरह . बच्चे मोबाइल फ़ोनों से या टैबलेट से पढ़ना या अंकगणित करना सीखें. बिहार कैसे आगे आये शिक्षा में , हुनर में, अन्य उन्नत राज्यों की श्रेणी में या उनसे आगे? पर नीतिश को कहाँ समय है वोट और कुर्सी की राजनीति से जो केवल बरगलाने की कला में महारियत से मिल जाति है. महागठबंधन से भाजपा, और फिर से वापस अगर मीडिया की मानें…….इससे अच्छा है सभी सरकारी स्कूलों को बन्द कर दिया जाये या पूरी तरह प्राइवेट कर दिया जाये..

मैं और मेरी संगिनी किताबें: आजकल मैं दो किताबों में डूबा हूँ. सबेरे क़रीब घंटे भर तुलसीदास का रामचरितमानस मानस पढ़ता, समझता, मनन करता हूँ, फिर से, सन्यासी की तरह…यह लगातार चलता रहेगा पाँच बार तक. फिर भगवद्गीता लूंगां……यह होगा मेरा इन दोनों ग्रंथों को समझने का प्रयास……..दूसरी किताब बहुत बड़ी है क़रीब आठ सौ पन्नों की,पर आधुनिक इतिहास है रामचन्द्र गुहा की India After Gandhi. यह उस काल का इतिहास है जो हमारे समय में घटित हुआ है- देश की आज़ादी के समय मैं आठ साल का था.कलकत्ता के दंगों एवं उस समय के हालात के बहुत पक्षों से मैं अनभिज्ञ था.१९५२ में देश के प्रथम साधारण चुनाव के समय मैं ७-८ कक्षा में था बिरलापुर विद्यालय में. बिरला जूट के उप जेनेरल मैनेजर महावीर प्रसाद जैन कांग्रेस से संसद का चुनाव लड़ रहे थे, दादाजी को शिक्षकों में से इस काम के लिये चुना गया था. विद्यार्थी वालन्टियर्स में मैं भी था. जैन साहब की प्रचार के लिये पहले नेहरूजी और फिर जगजीवन राम थोड़ी दूर के कालीपुर मिल के मैदान में भाषण देने आये थे, हम भी गये थे कुछ छात्रों के साथ. मैंने दादाजी से जगजीवन राम के भाषण की सराहना की थी,पर नेहरूजी का भाषण अति सामान्य था.डा. श्यामा प्रसाद मुखर्जी की कश्मीर में मृत्यु के समाचार से दादाजी बड़े दुखी हुये थे. प्रेसीडेन्सी xकालेज में पढ़ते समय डां राजेन्द्र प्रसाद आये थे. इडेन हिन्दू हॉस्टेल में वे जब आये तो उनसे बात भी हुई थी. १९६१ में हम हिन्दमोटर में काम करने लगे. तभी चीन का आक्रमण और नेहरू के सिद्धान्तों की शर्मनाक हार हुई थी. अब पता चल गया होगा कि राम चन्द्र गुहा की पुस्तक क्यों रूचि ले पढ़ रहा हूँ ….उस समय काल को जिया हूँ तो समझने में सरलता है. बहुत ब्यक्तियों के बारे बहुत जानकारी उस समय के परिस्थियाँ का ज्ञान, फिर अपना विश्लेषण चलता है पढ़ते पढ़ते और चलता रहेगा, अभी तो केवल ३४५ पेज ही पढ़ पाया हूँ..पर नेहरू की छवि देश को सम्मान नहीं दिला सकी, वल्कि अनादि काल के लिये लज्जित किया…………. कुछ ज़्यादा बाद कभी….

वर्तमान सरकार को दो जाँच-आयोग ज़रूर गठन करने चाहिये स्वतंत्रता के बाद के दो मृत्यु के बारे में. यह जरूरी है कि लोग जाने कि डा. श्यामा प्रसाद मुखर्जी की कश्मीर के जेल में अचानक मृत्यु का असली कारण क्या था. डा. मुखर्जी राजनीति के अलावा भी एक गणमान्य शिक्षाविद थे,कलकत्ता विश्वविद्यालय के उपकुलपति एवं नेहरू के अन्तरिम मंत्रिमंडल में सहभागी मंत्री थे. साथ ही वे बंगाल के महान ब्यक्ति डा. अाशुतोष मुखर्जी के बेटे थे, जिनको बंगाल का बच्चा बच्चा आज भी जानता है. आख़िर नेहरू ने डा. मुखर्जी के प्रति ऐसा रवैया क्यों अपनाया कि उनकी मां,योगमाया देवी का उनके मरने के बाद के जाँच के अनुरोध के लिये लिखे पत्र का उत्तर देना भी उचित नहीं समझा.ऐसी ही ज़रूरत लाल बहादुर शास्त्री की तासकन्द में हुये मृत्यु के कारण के जाँच की भी है.ये दोनों मृत्यु आज भी बहुतों को एक सोची समझी साजिस की तरह लगती है. यह आज के सरकार का दायित्व बनता है कि इन शंकाओं का उचित समाधान ज़िम्मेदार जाँच समिति द्वारा कराया जाये.

यह अब कोई छिपी बात नहीं है कि मिडीया एवं बिरोधी दल देश के हर घटना को मोदी के नाम के साथ जोड़ने और उसका बिरोध करने में ब्यस्त है.आज का एक समाचार था बहराइच के एक राजा सुहेलदेव के बारे में. अमिस त्रिवेदी की कोई इसी नाम से किताब आ रही है. राजनीतिक दल कोई उनको दलित सम्प्रदाय का और कुछ अन्य उन्हें अन्य पिछड़ी जाति का बताने में लगे हैं. ऐसी प्रयत्नों को मिडीया को कोई बढ़ावा नहीं देना चाहिये. मैं तो कहूँगा ऐसी बातें समाचार को बननी ही नहीं चाहिये भारत हित में. पर बिचार की स्वतंत्रता के नाम पर लोगों में बिद्वेश फैला सभी बात को राजनीति एवं वोट से जोड़ा जाने लगा है. मिडीया हर विवादपूर्ण घटनाओं का बिस्तृत बयान कर अपना ब्यवसायिक उल्लू सीधा करना चाहता है.ऐसी ही एक घटना २०१४ में अशोक महान को कुसवाहा जाति का बता कर किया गया था. कब ब्यक्ति का परिचय केवल नाम से होने लगेगा जाति से नहीं.

अभी हाल की राजनीति सरगर्मियाँ एक संकेत ज़रूर दे रहीं है कि भाजपा को रोकने या हराने के लिये कांग्रेस एक नई महागठबंधन की रणनीति से काम कर रही है. 2014 में कांग्रेस ने अपने सहयोगियों के लिए सिर्फ 76 सीटें छोड़ी थीं. 464 पर खुद लड़ी थी. लेकिन इस बार कांग्रेस उत्तर प्रदेश, बिहार, बंगाल, तमिलनाडु, झारखंड, असम, आंध्र प्रदेश में जूनियर पार्टनर की भूमिका में चुनाव लडऩे के लिए खुद को तैयार कर रही है.अगर सभी दल सभी राज्यों में इसके लिये तैयार हो जायेंगे तो कांग्रेस का फ़ायदा हो सकता है और उसे ४४ से बहुत ज़्यादा सीटें मिल सकती हैं, अगर कोई बहुत बड़ी ग़लती न हो जाये या हवा का रूख पूरी तरह मोदी की तरफ़ न हो जाये.

कुछ महीने पहले तमिलनाडु प्रदूषण नियंत्रण बोर्ड ने थूतूकुडी के स्टरलाइट काॅपर की फ़ैक्टरी में उत्पादन बंद करने के आदेश दिए. क्या वह देश हित में निर्णय है?क्यों कोई हज़ारों करोड़ का निवेस करेगा, अगर भीड़ एवं आन्दोलन सभी किये कराये को मटियामेट करने में सक्षम हो जायेंगे ?स्थानीय लोगों का विरोध क्या किसी बिदेशी या देश की अन्य स्वार्थी ब्यक्ति या संस्थान के षड्यंत्र का अनकहा, अनजाना हिस्सा नहीं हो सकता है? देश दुनिया मे जो दूसरे कॉपर की फ़ैक्टरियों के संयत्रण है उनसे यह फ़ैक्टरी किस तरह अलग थी? चूँकि यह तकनीकि मामला है देश का कोर्ट एक्सपर्ट की सहायता से सठीक निर्णय तो ले ही सकता है. पर वह अन्तिम निर्णय सब दलों को मान्य होना चाहिये. भीड़ की संख्या या उसके तोड़फोड़ की शक्ति पर निर्णय आश्रित नहीं होना चाहिये.सरकार को केवल कोर्ट के आदेश के अनुसार ही आदेश देने की आज़ादी है.

Noida Authority and Ad hoc Projects

For last four years or so, most in F-Block would have seen or heard about at least two-three major projects of real interest coming up that can make the life of residents better in many ways.

1. Community Centre or Barat Ghar or for some ‘Club’ in plot along with the Meghdootam Park:The 4.67 crore glass-paned high roof building is almost ready. For such huge investment, all details as it would look and function after the final stage, would have been in place before the start of use by the intended beneficiaries. Recently I happened queried the security guard of the place about the status. He retorted, “ Sir,I just look after a Kuttakhana. There are a dozen or more of stray dogs, (may be few bitches too to keep on adding continuously to numbers).”

2. In reality, the huge project can hardly be considered complete.The building, as designed,must be fully air conditioned, otherwise in Noida climate, it will be only an oven in summer. Perhaps, it is still not there in the plan of Noida Authority. NA must be thinking of handing it over in winter so that the people would realise the problem only after 4-5 months.

3. For convenience of disabled, while there is a ramp built for ground floor, a lift from ground floor for reaching the first floor is missing. How can a public place be made out of reach for senior citizens and Divyangs?

4. Two bodies of residents claiming for taking over the administration of the building have also not come out with a road map. As I suggested in a write up earlier, the first floor can be made into an excellent modern library for kids, youths and senior citizens with entertainment corners for kids, a kitty corner for women and another for senior citizens with provision for a contracted canteen.However, we don’t know if NA would agree. From Amrapali Eden Eden Park I can arrange two selves of good books for the library. I am sure other complexes can also contribute in the same way. However, NA will have to agree to appoint a qualified good librarian.

5. And with the expenditure of approx R 5 crore already incurred, every day the authority is loosing Rs 10,000 at least as interest on expenditure.But who and why should one bother about it?

6. RCC Covering of the Nalla on side of sector 50 along the 4-lane road between sector 50-51 started coming up as another welcome project:The project cost must be in crores. I imagine certain benefits coming out- less of stinks from the stagnant water and filth in it. The gas refilling of air conditioners in residences will reduce as claimed by some. Less of Mosquitos can be presumed.I wonder how the filth would be removed, whether manually or mechanically from left out openings.For last few months, the work on it was going on, but recently I found that it has stopped. But we all will certainly wish that NA must forbid painting all sorts of ads on the sidewall and stop the coming up many stalls causing visual torture and physical pollution for the residents of communities.

3. Medanta Hospital near Metro station: A large plot is lying barricaded for the hospital that would have certainly eased the medical requirements for residents around it. As it happened with the plot of central market near the Jain temple, it is not known if the project is on or off.

Will the Fora claiming to work for the locality and hoping to take the reign, take the issues with NA?

जब जब होहीं धरम के हानि

एक ६५ वर्ष का ब्यक्ति एक १ साल की बच्ची के साथ बलात्कार करता है और उसकी हत्या कर देता है.तुलसी का कलिकाल असल होता दिखता है:’कलिकाल बिहाल किए मनुजा। नहिं मानत क्वौ अनुजा तनुजा॥’ इसी तरह की ख़बर छपती है- पिता अपनी नाबालिग़ बेटी के बच्चे का बलात्कार द्वारा पिता बनता है. समाचार पत्र भरे हैं ऐसे बलात्कार एवं दरिंदगी के समाचारों से.छोटे बच्चों से बड़ों तक में ड्रग की, शराबखोरी की आदत समाजमें ज़हर फैलाती जा रही है. बच्चों का बड़े पैमाने पर अपहरण गिरते समाज का संकेत है.हर व्यक्ति या व्यवसायी केवल असद् मार्ग से अकूत कमाई करता है सामान्य नागरिकों या देश को धोखा दे. करोड़ों की सम्पति के मालिकों को भी देश के क़ानून के रास्ते हट धन एकत्रित करने में आनन्द आ रहा है.देश में बेईमानी की अरबों की कमाई कर लोग बिदेश भाग जाते हैं. कमजोरों को कष्ट देने की घटनाएँ आम होती जा रहीं हैं. शिक्षा एवं स्वास्थ्य के क्षेत्र में भी लोग येन केन प्रकारेण धन अर्जन में लग गये हैं. स्कूल, कालेज में पढ़ाई लिखाई ख़त्म हो चली है. रोज़ लगता है अब वह समय आ गया है, जब परमेश्वर को प्रकट होना पड़ता है धरती पर? आसपास घटित होती चीज़ों की जानकारियां,टी वी पर अनवरत चलते समाचारों एवं इंटरनेट पर उपलब्ध कहानियों से तो यह परमेश्वर का अवतरण आवश्यक और अभिनन्दनीय लगता है. क्या यह कलिकाल की पराकाष्ठा है? नहीं, तो क्या होता है पराकाष्ठा पहुँचने पर?

अवतरण की अवस्था की यह बात पहले गीता में कही गई हैं

“यदा यदा हि धर्मस्य ग्लानिर्भवति भारत ।

अभ्युत्थानमधर्मस्य तदात्मानं सृजाम्यहम्‌ ॥

परित्राणाय साधूनां विनाशाय च दुष्कृताम्‌ ।

धर्मसंस्थापनार्थाय सम्भवामि युगे युगे ॥”

हे भारत! जब-जब धर्म की हानि और अधर्म की वृद्धि होती है, तब-तब ही मैं अपने रूप को रचता हूँ अर्थात साकार रूप से लोगों के सम्मुख प्रकट होता हूँ। साधु पुरुषों का उद्धार करने के लिए, पाप कर्म करने वालों का विनाश करने के लिए और धर्म की अच्छी तरह से स्थापना करने के लिए मैं युग-युग में प्रकट हुआ करता हूँ॥

फिर तुलसीदासजी ने उसी बात को रामचरितमानस में इस तरह कहा –

“जब जब होई धरम कै हानी। बाढ़हिं असुर अधम अभिमानी।।

करहिं अनीति जाइ नहिं बरनी। सीदहिं बिप्र धेनु सुर धरनी॥

तब तब प्रभु धरि बिबिध सरीरा। हरहिं कृपानिधि सज्जन पीरा ।।

असुर मारि थापहिं सुरन्ह राखहिं निज श्रुति सेतु।

जग बिस्तारहिं बिसद जस राम जन्म कर हेतु।।”

जब-जब धर्म का ह्रास होता है और नीच अभिमानी राक्षस बढ़ जाते है । और वे ऐसा अन्याय करते हैं कि जिसका वर्णन नहीं हो सकता तथा ब्राह्मण, गो, देवता और पृथ्वी कष्ट पाते हैं, तब-तब वे कृपानिधान प्रभु भाँति-भाँति के (दिव्य) शरीर धारण कर सज्जनों की पीड़ा हरते हैं।वे असुरों को मारकर देवताओं को स्थापित करते हैं, अपने (श्वास रूप) वेदों की मर्यादा की रक्षा करते हैं और जगत में अपना निर्मल यश फैलाते हैं। श्री रामचन्द्रजी के अवतार का यह कारण है॥

पता नहीं हमारे काल में कोई ऐसा युगपुरूष हो या नहीं, पर अगर ऐसा हो तो वह कैसा होगा, क्या, किस तरह बदलेगा सोच कर रोमांच हो आता है? वह स्वर्णिम युग देखनेवाले धन्य होंगे.

२०१९ का प्रारम्भ २०१८ में हीं

बिरोधी राजनीतिक पार्टियाँ एक साथ मिल भारतीय जनता पार्टी से लड़ना चाहती हैं राज्य और केन्द्र में सरकार बनाने के लिये, पर अपनी अलग स्वरूप बरक़रार रखते हुये जो देश के हित में ख़तरनाक है.

केवल दो पार्टियों के गठबंधन की मंत्री परिषद् बनाने में अगर इतनी तकलीफ़ हुई कर्नाटका में, तो बारह या बीस पार्टियों के गठबंधन की केन्द्र में क्या अवस्था होगी, अगर जीत गये. कितने उप प्रधान मंत्री होंगे और कितने कितने अलग अलग दलों के मंत्री , फिर उनके विभाग का झगड़ा होगा. दिक़्क़त है सबको सत्ता चाहिये, सबकी बात चलनी चाहिये. सरकार बनवाने में मदद देने का हर दल क़ीमत और लाभांश लेने में पूरी शक्ति लगा देगा देश के हित का बिना ख़्याल किये. कहीं देश न बिक जाये इसमें.

आदर्श रूप से वे सब पार्टियाँ सेक्युलर है तो फिर मिलकर एक पार्टी बना लें जैसा जयप्रकाश नारायण के चलते इन्दिरा के काल में हुआ था जनता पार्टी के नाम से. दुख तब हुआ था जब मोरारजी सरकार में फूट डाला जा सका और सरकार गिरा दी गई.पर आज की बिरोधी अधिकांश पार्टियाँ पारिवारिक हैं क्षेत्रीय हैं.

इन सभी दलों को एक सूत्र में बाँधे रखने के लिये वह कौन मज़बूत और प्रभावकारी नेता होगा? क्या इस पर विना विवाद समझौता हो जायेगा? अगर हो गया तो अंकगणित बिरोधी दलों के संगठन के पक्ष में होगा, पर रासायनिक एकत्व की ज़रूरत होगी सरकार सुचारू रूप से चलाने के लिये….

मोदी के नेतृत्व में भारत को मैं मानता हूँ एक नई दिशा एवं गति मिली है, जो त्रुटिहीन तो नहीं है पर पुराने अनुभवों पर नई लगती है. इतने बड़े और बिविधता पूर्ण देश के लिये पाँच चाल का समय बहुत कम है कुछ सार्थक बदलाव के लिये. एक और टर्म उपलब्धियों को मापने एवं समझने के लिये आवश्यक होगा. अगर पिछली सरकार को जनता ने दस साल का समय दिया तो मोदी को कम से कम दस साल तो मिलना ही चाहिये. इससे उनके २०२२ तक समाप्त होनेवाले परियोजनाओं को स्वरूप देने का काम भी हो जायेगा जो उनकी क्षमता का मापदंड भी होगा.इनकी और बिरोधी दलो की कार्यप्रणाली में कौन ज़्यादा प्रिय है लोगों को समझ भी आ जायेगा.

ख़ैर, यह देश के सामूहिक निश्चय पर निर्भर होगा.आज की मीडिया या बिरोधी पार्टियों के अनुमान या चाह कोई सठीक दिशा नहीं दिखा रहे हैं। काफी लोग पक्ष या विपक्ष में हैं आज की सरकार के. बाबाओं के भविष्यवाणी में मैं विश्वास नहीं करता.

मोदी एवं भारतीय जनता पार्टी बाक़ी समय में कोई चमत्कारी निर्णय ले क्या हवा का रूख पूरी तरह अपने पक्ष में बदल सकेगी, और फिर से सत्ता में आ जायेगी, कहा नहीं जा सकता ?

पर अगले चुनाव में अगर सब बिरोधी दलों का गठबंधन हो गया तो सबसे ज़्यादा फ़ायदा कांग्रेस को होगा..कांग्रेस के भोट बिरोधी दलों के प्रत्याशियों को जीता सके या नहीं मालूम नहीं, पर गठबंधन के अन्य घटकों के भोट कांग्रेस में आ जाने से कांग्रेस एक सम्मानजनक परिस्थिति में आ सकती है आज के ४४-४५ की अपेक्षा.

देखिये क्या देती है भारत की जनता अपनी राय….पर २०१८ में हीं चालू हो गईं हैं सरगर्मियाँ,लगता है २०१९ जल्दी आ गया है…
