दृष्टिकोण – Indra's Viewpoint

कल नोयडा में भोट है. किस पार्टी को यू. पी. के चुनाव में जीतना चाहिये? मीडिया के रिपोर्टों से यही लगता कि पार्टी की जीत जातिय समीकरण एवं अल्पसंख्यकों के झुकाव पर निर्भर है. मेरे ख़्याल से भारत के सबसे बडी समस्याओं में है बहुसंख्यक हिन्दुओं में अभी तक घर बनाई हुई जाति प्रथा. जाति प्रथा पर आधारित भेद भाव, एक दूसरे से बडा या छोटा समझने की मानसिकता, यहाँ तक कि जाति के आधार पर जीवन यापन के कार्य का चयन पूरी तरह से अवैज्ञानिक और सामाजिक है. जो दल इस जाति प्रथा को मिटा सकता है वही देश के लिये श्रेय है. दूसरी समस्या है कि सबसे बड़े अल्पसंख्यक सम्प्रदाय के अधिकांश लोग कुछ फैलाई हुई ग़लतफ़हमियों के कारण सबसे बड़े राष्ट्रीय पार्टी भाजपा को केवल हर जगह से हरवाने के लिये एक जुट हो भोट का निर्णय लेते हैं जो प्रजातंत्र एवं समाजिक सद्भावना को बनाये रखने के लिये ग़लत है. साथ ही यह भी ज़रूरी है कि वह पार्टी किसी परिवार विशेष या व्यक्ति विशेष की मालिकाना न हो. मेरे बिचार से और यू.पी के नोयडा में रहते हुये अनेक सालों के अनुभव से यह कह सकता हूँ कि समाजवादी पार्टी मुलायम परिवार की कम्पनी है और अभी अभी इस पार्टी के नवयुवक मालिक ने एक दूसरी ख़त्म होती पारिवारिक पार्टी के नवयुवक कर्णधार से यू.पी के चुनाव में एक साथ लड़ने का निर्णय लिया है. बहुजन समाज पार्टी भी मायावती की मालिकाना है. पर इन कमियों के बावजूद यू.पी में यही पार्टियाँ जीतती रही हैं. कैसे कहूँ कि यह ठीक है या ग़लत. पता नहीं उम्मीदवार की ईमानदारी और योग्यता कोई मायने रखती है कि नहीं. यह कैसा प्रजातंत्र है जहाँ पैसे की ताक़त, सम्प्रदाय , जाति, और पार्टी की छवि निर्णय करती है जीत? अत: सोचता हूँ क्यों भोट दूँ, जो ग़लत होगा?

कैसा प्रजातंत्र है जहाँ भक्तों की भीड़ और भक्ति एक गुनाहगार अयोग्य महिला को एक सभी मापदंडों पर अति उन्नत प्रान्त की मुख्य मंत्री बना देती है, कैसा है यह हमारा संविधान, प्रश्न उठता है मन में. जिस महिला के बारे में केवल यही मालूम है कि वह असीम सम्पति की मालिक है जयललिता की सखी या सेवक रही है. तमिलनाडू की बिद्वद वर्ग के पास, संबिधान, केन्द्र सरकार या सर्व्वोच्च न्यायलय के पास कोई बेहतर बिकल्प नहीं……अद्भुत है देश देश मेरा, जहाँ कभ मनमोहन सिंह को प्रधान मंत्री बना देती है , कभी राबड़ी देबी को पति लालू मुख्य मंत्री . क्या यही प्रजातंत्र है ?…,

3.2..2017

मुझे नालन्दा विश्वविद्यालय सम्बन्धित चिन्ता और आक्रोश अच्छा लगा. २००६ में और से इस विषय पर बहुत लिखा था. पर फिर लगा अमर्त्य सेन की तरह हस्ती के बिरूद्ध कुछ नहीं किया जा सकता. नालन्दा को नीतीश अपने बिहार को एक अपने अवदान की तरह ले सकते थे, श्री N K Singh भी अपने सम्पर्कों से बहुत कुछ कर सकते थे. पर ये सभी पीछे हट गये. अगर कुछ अब भी करना है तो बिहार के देश और परदेश में रहनेवाले होनहार शिक्षित वर्ग का नये बनते नालन्दा विश्वविद्यालय के बारे में कोई ठोस बिचार या रोडमैप तैयार होना चाहिये. उसके बाद उस रोडमैप को लेकर श्रीमती सुषमा स्वराज को देना चाहिये और विश्वबिद्यालय के नये उपकुलपति को भी. श्री नीतीश कुमार को भी विश्वास में लेना ज़रूरी है. यह विश्वविद्यालय दुनिया के सभी बिश्वविद्यालयों से अच्छा और अलग हो….एशिया के सभी मुख्य बौद्ध देश के लिये अभिमान हो….एक कोर ग्रुप बने जो सभी देश के राजज्ञों से सम्पर्क कर उन देशों को नालन्दा के साथ जोड़े. पास में एक एशिया नगर बसे क्षेत्र में मेल जोल बढ़ाने के लिये….नालन्दा, बिकर्मशिला, बौद्ध गया का क्षेत्र दुनिया का एक अनूठा शान्ति क्षेत्र में परिवर्तित हो जाये, जिसे देखने देश देशान्तर से लोग आयें…”
आश्चर्य होता है नई पीढ़ी के नेताओं की राजनीतिक दाँवपेंच को देख और पता नहीं कैसे नई पीढ़ी का युवावर्ग उनमे अपना नेता खोज लेता है और बिना किसी गम्भीर चिन्तन के उनके पीछे चल पड़ता है. राहुल, अरविन्द केजरीवाल, अखिलेश की तरफ़ देश के लोगों की नज़र है. पाँच प्रदेशों के होने जा रहे चुनाव इनकी क्षमता का परिचायक भी होगा. शायद जीत भी जाये लोगों को फिर एक बार झाँसा दे. राहुल में मुझे गम्भीर नेता की झलक नहीं मिलती , न उनके ब्यक्तब्यों में कोई देश की उत्थान का कोई नये रास्ता का ख़ाका दिखता है. पर वे भारत का परधान मंत्री बनना चाहते है नेहरू, इंदिरा के बंशज होने के कारण, बिना संसद में कोई प्रतिभा दिखाये, बिना कोई ज़िम्मेदारी का पदभार संभाले. लगता है अखिलेश उत्तर प्रदेश की राजनीति तक ही अपने को सीमित रखना चाहते है. फिर जब वे अपने परिवार को जोड़े रखने में सक्षम नहीं हो पाये, तो कैसे आशा की जाये कि बहुत सारी अन्य पार्टियों को मिला वे आगे बढ़ सकते हैं. अरविन्द मीडिया के बनाये नेता हैं. आश्चर्य तब होता है जब पंजाब या गोवा में उनसे कोई यह एक साधारण सवाल नहीं पूछता कि उन्होंने दिल्ली में कौन सा तीर मार लिया जो पंजाब और गोवा में कर लेंगे. क्या अरविन्द दिल्ली की तरह छोटी जगह में वहाँ के लोगों की ज़िन्दगी को बेहतर बनाने की दिशा में कुछ युगान्तकारी क़दम उठाये. आश्चर्य तब होता है जब सभी इन्हें युवाओं के नेता कहते है. क्या आज के युवक एक योग्य नेता में क्या होना चाहते वह भी नहीं जानते, समझते……
अद्भुत बंगाल- बहुसंख्यक हिन्दू कहाँ जायें? उलूबेरिया मुझे अच्छी तरह याद है. बिरलापुर से हुगली पार कर उलूबेरिया से मैं खडगपुर (IIT)जाता था. इसी उलूबेरिया के पास के एक स्कूल की यह घटना है. बंगाल में बडी धूमधाम के साथ सरस्वती पूजा मनाने की प्रथा बहूत साल पुरानी है. हमारे बिरलापुर विद्यालय में भी थी. इस साल ममता बनर्जी के बंगाल के उलूबेरिया के पास के एक स्कूल में दसकों बाद सरस्वती पूजा नहीं मनाया जा सका क्योंकि अल्पसंख्यक वर्ग ने इसका बिरोध किया, वे नबी दिवस मनाना चाहते थे. यह नये झगड़े बढती समाजिक कलह की निशानी है. बंगाल के हिन्दू विभाजन का सभी दर्द भूल गये हैं या ममता सरकार के डर से अपने धर्म के प्रति उदासीन होते जा रहे हैं. यह उनकी नपुंसकता है या उदासीनता. ममता हिन्दूओं को क्या संदेश देना चाहती है? क्या वे अपने ही देश में मुग़ल काल की स्थिति में जीवन यापन करें सेक्यूलर राष्ट्र के नाम पर या ममता को अल्प संख्यकों का भोट दिलाने के लिये. मुझे कल आश्चर्य तब हुआ जब राज्यसभा में प्रख्यात पत्रकार स्वप्न दासगुप्ता इस विषय पर अपना बिचार रख रहे थे उन्हें ममता बनर्जी की पार्टी के सदस्य बोलने नहीं दे रहे थे. यह कैसा प्रजातंत्र है…..क्या गांधी और नेहरू यही चाहते थे? और वे अगर चाहते भी थे आज का कोई आत्मसम्मान वाला हिन्दू क्या इसे बर्दास्त करेगा? 
इतिहास और फ़िल्म या सीरियल: (पहली बात,… चाहे ‘करनी सेना हो या जल्लीकट्टू के वे लोग जो मरीना बीच पर आज भी जमे हुये हैं. यह सरासर ग़ैरक़ानूनी है, और बिचार स्वतंत्रता के नाम पर देश को पीछे ढढकेलते रहने की साज़िश है. यह कैसा राज्य सरकार की गुप्तचर और पुलिस ब्यवस्था है कि किसी को कभी भी हंगामा और उपद्रव करने का अधिकार है और पुलिस इसकी ज़िम्मेदारी नहीं लेती. मुझे मालूम नहीं लीला बंसाली पद्मिनी की कहानी को कैसे मरोड़ा है और लोग क्यों इतने ख़फ़ा हो गये करनी सेनावाले कि मारधाड़ की नौबत आ गई. पर लीला बंसाली ज़िम्मेदार फ़िल्म बनानेवाले हैं , बाजीराव मस्तानी उसका उदाहरण था. देश की बौद्धिक परिपक्वता के अभाव में लोगों को बरगलाना आसान है. इतिहास जो हो हमें बचपन में जो पढ़ाया गया, और टूरिष्ट की तरह जो चित्तौड़गढ़ में बताया गया, पद्मिनी देश, धर्म और समाज की आदर्श महिला का है. पर आज इतिहास या धर्म ग्रंथों के नायकों के कथानक और चरित्र को मरोड़ कर लोक मान्यता से हट कर अपने देश में नहीं करना ही बेहतर है. अच्छा होता अगर ये निर्देशक और निर्माता ऐसा नहीं करते. कुछ दिनों से पता नहीं क्यों अशोक और चन्द्रगुप्त मौर्य पर टी वी सीरियल बनाने का दौर चल रहा है. ‘चन्द्र नन्दिनी’ चन्द्रगुप्त मौर्य की कहानी चल रही है स्टार प्लस चैनल पर, पर गढ़े गये घटिया सम्बन्धों को सस्ते ढंग से ऐसे दिखाया जा रहा है जो असहनीय है किसी इतिहास के जानकार को. चन्द्रगुप्त मौर्य या अशोक या अकबर के नाम ब्यवहार कर फ़िल्म या सीरियल बनाना और दिखाना क्यों ज़रूरी है? यही बात समाज द्वारा पूज्य देवी देवताओं की कहानियों के बारे में भी ख़्याल रखना चाहिये. नये रिसर्च की जानकारी को पहले समाचार पत्रों या लेखों के द्वारा लोगों तक पहुँचाना चा हिये.

कटियार और शरद यादव के नारी सौन्दर्य के बयानों को लेकर सोचने पर कुछ कुछ वैसा लगता है जैसा अमीर खान का दंगल में लड़कियों को लड़कों से कुश्ती कराने पर कुछ लोगों ने किया था…..राजनीति में उतरने पर फिर नारी पुरूष का कहाँ भेद रखना जायज़ है….वह भेद आजकल आम जीवन व्यवहार में भी न सिखाया जाता है न कोई आज सीखना चाहता है….बेकार में टी.वी चैनलों पर यह चर्चा हो रही है…वैसे तो टीवी और पत्रकारिता का माध्यम का स्तर और ब्यवसायिककरण असहनीय होता जा रहा है…)

जल्लीकट्टू को मनाने की स्वतंत्रता की माँग में लाखों की स्वत: जुटती गई भीड़ और बिहार में सरकारी तंत्र द्वारा जमा की गई शराबबन्दी के समर्थन में रची गई करोड़ की मानव श्रृंखला बहुत प्रश्न खड़ी करती है. पहला प्रश्न -क्या भीड़ इस बात का द्योतक नहीं कि कहीं कुछ ग़लत है? क्या अगर हम किसी माँग के लिये भीड़ जुटा सकते हैं चाहे संरक्षण हो या अन्य सामान्य माँगें, तो वह माँग देशहित जायज़ है? क्या यह संविधान संगत है? क्या पता कल एक दूसरी भीड़ किसी दूसरी तरह से जमा कर ली जाये उस माँग के बिरोध में. देश को नेतृत्व देनेवाले लोगों को तय करना होगा कल के लिये क्या यह तरीक़ा ठीक ह बहुत जल्द, बहुत देरी होती जा रही है?????????? क्या हम पिछड़ते जा रहे हैं अपने देशहित ज़रूरी ध्येय से , प्रगति के रास्ते से…)

२६.१.२०१७: (६८वां गणतंत्र दिवस, हर साल की तरह टीवी पर परेड देखने की इच्छा थी, पिछले कितने सालों से यही करता रहा हूँ. एक अलग तरह से देश की प्रगति को समझने का प्रयत्न रहता है. पहले तो दिल्ली दूर थी पर १९९७ से तो नोयडा ही घर हो गया, पर कभी साहस नहीं हुआ कि परेड देखने चला चला जाये. आज जब झंडोत्तोलन के लिये कहा गया तो अपना विचार ब्यक्त किया कि यह सौभाग्य सबसे बडी उम्र के ब्यक्ति को मिलना चाहिये. पता चला कि मैं ही वह हूँ , आश्चर्य हुआ पर कुछ ज़िम्मेदारी का अहसास भी हुआ. इस अवसर पर दो इच्छा ब्यक्त की उपस्थित लोगों के साथ- एक, बच्चों में पढ़ने की आदत को बढ़ाने के लिये एक छोटी पर अच्छी पुस्तकों के लाइब्रेरी की; दूसरी, नये बनते सामुदायिक भवन के पास की ख़ाली ज़मीन में स्कूली बच्चों के खेलने का मैदान बनाने की कोशिश. सभी का स्वागत है इस प्रोजेक्ट में जुड़ने के लिये. F-ब्लॉक की ऊँची ऊँची वासस्थानों में इसकी ब्यवस्था ही नहीं रखी गई है…अगर यह पहल सफल नहीं हुई तो ज़मीन बिल्डरों के हाथ चली जायेगी…स्कूल के बाद लड़के क्या करें ..खेलने का मैदान ज़रूरी है, इसकी सभी सेक्टरों में कमी है…अगर नोयडा अॉथरिटी वाले मान जायें तो अच्छा हो……

Arun Jaitley in a first of the sort budget revealed the true character of the Indian that has evolved after independence. We, Indians assisted by financial experts and professionals called Chartered Accountants and tax lawyers try perhaps our best to evade to pay our taxes to the government and still keep on blaming the government for not doing anything. Read: “certain data indicate that our direct tax collection is not commensurate with the income and consumption pattern of Indian economy. 1. As against estimated 4.2 crore persons engaged in organised sector employment, the number of individuals filing return for salary income are only 1.74 crore.  2. As against 5.6 crore informal sector individual enterprises and firms doing small business in India, the number of returns filed by this category are only 1.81 crore.

3. Out of the 13.94 lakh companies registered in India upto 31st March, 2014, 5.97 lakh companies have filed their returns for Assessment Year 2016-17. 

4. Of the 5.97 lakh companies which have filed their returns for Assessment Year 2016-17 so far, as many as 2.76 lakh companies have shown losses or zero income.  

@ 2.85 lakh companies have shown profit before tax of less than ` 1 crore.  

@ 28,667 companies have shown profit between ` 1 crore to ` 10 crore, and 

@ only 7781 companies have profit before tax of more than ` 10 crores.

Among the 3.7 crore individuals who filed the tax returns in 
2015-16, 

@ 99 lakh show income below the exemption limit of ` 2.5 lakh p.a., 

@ 1.95 crore show income between ` 2.5 to ` 5 lakh, 

@ 52 lakh show income between ` 5 to ` 10 lakhs and 

@ only 24 lakh people show income above ` 10 lakhs.  

Of the 76 lakh individual assesses who declare income above ` 5 lakh, 
@ 56 lakh are in the salaried class. 

@The number of people showing income more than ` 50 lakh in the entire country is only 1.72 lakh.  

And Let us contrast this with the fact that in the last five years, more than 1.25 crore cars have been sold, and number of Indian citizens who flew abroad, either for business or tourism, is 2 crore in the year 2015. From all these figures we can conclude that we are largely a tax non-compliant society. The predominance of cash in the economy makes it possible for the people to evade their taxes. When too many people evade taxes, the burden of their share falls on those who are honest and compliant.

After the demonetisation, the preliminary analysis of data received in respect of deposits made by people in old currency presents a revealing picture.  
@During the period 8th November to 30th December 2016, deposits between ` 2 lakh and ` 80 lakh were made in about 1.09 crore accounts with an average deposit size of ` 5.03 lakh.  

@Deposits of more than 80 lakh were made in 1.48 lakh accounts with average deposit size of ` 3.31 crores. This data mining will help us immensely in expanding the tax net as well as increasing the revenues, which was one of the objectives of demonetisation.

Is it not a shame for all of us? Demonetisation at least revealed how strongly powered are fraudsters and how low can our officers managing money can go. And how extensive and deep is the net. And who all are involved in this crime against the nation: jewellers, chartered accountants, tax lawyers, priests, freighter exchange handlers, politicians and their chamchas, manufacturers using greedy poor workers and perhaps all of us who had opportunity…..And when it was revealed ,the MPs laughed that we all noticed . I don’t know if it was disgust, shame or joke!

3.12.2016 विमुद्रीकरण और काला धन: नोयडा आने के पहले कलकत्ता में मुझे केवल वहाँ के सेठों के घर अपार नगदी रूपयों के होने की जानकारी थी. मैंने मारवाड़ी वयस्क महिलाओं को अपने बैग से मुठ्ठी भर भर न्यू मार्केट में नोट निकाल दुकानदार को हीं गिन लेने के लिये कहते देखा था. हमारे एक हिन्द मोटर के सहकर्मी, जो बम्बई के प्रसिद्ध सेटलवाद परिवार के थे , नोटों से भरे घरों की बातें भी बताये थे. विश्वास नहीं होता था, यद्यपि कुछ हिन्दी चलचित्रों में ऐसे दृश्य देखे थे. नोयडा आने के बाद नोटों से ठसाठस भरे कालेधन की कमाई कीबातें समय समय से छोटे बड़े पदासीन लोगों से सुनता रहा हूँ. दो परिवारों का नाम चर्चित रहा है, एक मायावती और उसके भाई आनन्द , और दूसरा मुलायम के बड़े कुनबे का. नोयडा में रहते अब बीस साल हो गये. बहुत लोगों से परिचय हुआ. लोगों ने पौंटी चढ्ढा, यादव सिंह, आनन्द और बहुत ऐसे मुलायम, मायावती से जुड़े लोगों की बहुत कहानियाँ सुनाई. मीडिया में भी यदाकदा ख़बरें छपतीं रहीं.टीवी के समाचार चैनलों पर रजत शर्म्मा जैसे लोग इनकी दिल्ली से मुम्बई तक फैले अकूत चल अचल सम्पति की बातें करते रहे हैं. नोयडा आथरिटी के भ्रष्टाचार का तो मायावती के आयकर में घोषित ६०-७० करोड़ की बात भी आई. लगा, मैं इतने बड़े शिक्षा संस्थानों से पढ़ लिख अच्छे ओहदे पर काम कर क्या कमाया. विमुद्रीकरण की घोषणा से मुझे यह उम्मीद थी कि कम से कम सौ पचास राजनीतिक नेतागण और इतने या इससे ज्यादा सेक्रेटरी स्तर के सरकारी अफ़सरों के नाम ज़रूर सामने आयेंगे कालेधन के मालिकों के नामों की सूची में . यह बात आम जनता के मन में था. मोदी ने भी कुछ राजनीतिक नेताओं के बिरोध का कारण बताते हुये कहा कि उनकी बौखलाहट इस लिये है कि उन्हें अपने धन को ठिकाने लगाने का समय नहीं मिला. अभी तक तो ऐसा कुछ ज्ञात नहीं हुआ समाचारों से अगर राजनीतिक समझौता नाम को गुप्त रखने का न किया गया हो …चेहरे ज़रूर उड़े हुये हैं, पर बोली नहीं बदली है….अब तो लोगों में विश्वास होता जा रहा है कि राज नेता और सरकारी बाबू लोग मोदी के इस प्रहार से भी किसी अपने बचा जायेंगे. शायद यह प्रयास केवल कैशलेस या कमकैस की अर्थ ब्यवस्था भर का ही कुछ सफलता पाप्त कर सके….कालेधन के मालिकों को कुछ कड़ा आघात न दे सके………आयकर विभाग सम्बंधित एक बिल आया है काला धन रखनेवालों के लिये. मेरा इसके बारे में एक अलग बिचार है. काला धन दो तरह का है पहली श्रेणी में वे लोग आते हैं जो टैक्स की चोरी कर या असल आय को छिपा, जितना देना चाहिये उसे न दे, धन जमा करते हैं. एक दूसरा वर्ग है जिसमें राजनीतिक नेता, बाबू, या वे अफ़सर आते हैं यहाँ तक की न्यायाधीश भी, जो एक मोटी तनख़्वाह लेते हैं, पर बहुत सारे अनैतिक क़ानून बिरोधी काम कर घूस में धन लेते है नियत मूल्य का मिहरबानियों के बदले लेते हैं . मेरे बिचार से ऐसे धन पर किसी तरह की छूट नहीं मिलना चाहिये, वह पूरी सम्पति सरकार को ज़ब्त कर उन्हें क़ानून के अनुसार दंड देना चाहिये. क्या ऐसा होता है…..आप कृपया इस पर अपने बिचार दीजिये…..

4.12.2016 ममता क्यों विमुद्रीकरण के ख़िलाफ़ इतनी बौखला गईं है जितना और कोई नहीं? ममता नीतीश को भी विमुद्रीकरण का समर्थन करने के कारण और ममता के भारतव्यापी बिरोध का साथ न देने पर विश्वासघाती क़रार दिया. फिर ममता अपने हत्या के षड्यंत्र की बात कही जब उनके हवाई जहाज़ को कलकत्ता एअरपोर्ट पोर्ट पर पटना से आने के समय उतरने के पहले कुछ चक्कर लगाते रहना पड़ा और देरी हुई. उसके बाद ममता ने बृहस्पतिवार को भारतीय सेना पर निशाना साधा और नाटकीय ढंग से राईटर बिल्डिंग के आफ़िस में सेना द्वारा कूप बात घोषित कर रात भर बैठी रहीं. उनके निशाने पर केन्द्र सरकार और मोदी हैं- वे मोदी को हटा देने की बात की , केन्द्र सरकार को लुटेरा कहा….क्या यह उनके दिमाग़ की ऊपज है या बंगाल का कोई चाणक्य यह रास्ता दिखा रहा है ममता को नीतीश और राहुल को हटा २०१९ में भारत के प्रधान मंत्री के पद के लिये मोदी के बिरूद्ध अपने को सबसे मज़बूत प्रतिद्वन्दी दिखाने की कोशिश कर रहा है उनके इसारे पर और समर्थन से यह सब किया जा रहा है? क्या बंगाल का दुर्भाग्य नहीं है? प्रदेश पिछड़ता जा रहा है दूसरे उन्नत प्रदेशों की तुलना में, रोज़गार का कोई सुबिधा नही, कोई नई सोच नहीं , राहुल गांधी के तर्ज़ पर ममता का भी एक सूत्रीय एजेंडा मोदी की हर बात का बिरोध करना रह गया है और वह भी अत्यधिक नीच ढंग से……करीब करीब केन्द्र के ख़िलाफ़ बग़ावत की आवाज़ को बल देते हुये.. क्या यही चाहे होंगे बंगाल के वे राष्ट्र भक्त जो देश के लिये अपनी जान न्योछावर कर दिये देश को आज़ाद करने के लिये? http://www.telegraphindia.com/1161203/jsp/bengal/story_122730.jsp#.WELBxLSXehAममता ने गुरुवार को आरोप लगाए थे कि राज्य सरकार को सूचित किए बगैर सेना तैनात की गई थी। उन्होंने यह भी दावा किया कि सैन्यकर्मी वाहनों से पैसा वसूल रहे थे जो उन्हें नहीं करना था। मेजर जनरल यादव ने कहा कि नवंबर 2015 में इसी तरह का एक अभ्यास उत्तरी कमान ने उन्हीं स्थानों में किया था। http://economictimes.indiatimes.com/news/politics-and-nation/army-used-as-political-tool-mamata-banerjee/articleshow/55760205.cms

…..बचपन में एक भोजपुरी के शब्द- ‘खनगीन’ का उपयोग कुछ ख़ास तरह के महिलाओं के लिये गाँवों में सुना था. पता नहीं क्यों इतने सालों तक बंगाल में रहने के कारण और ममता बनर्जी के आचरणों को नज़दीक से देखने के अनुभव के आधार पर उसके लिये भी कभी कभी उसी बिशेषण या संज्ञा लगाने की इच्छा होती हैं . वहीं असम के मुख्य मंत्री चायबगानों के लाखों लोगों का बैंक खाता खुलवाने के लिये बैंकों से मिल युद्धस्तर पर प्रयास कर रहे हैं जिससे मज़दूरों की तनख़्वाह सीधे बैंक में जाये, दूसरी तरफ़ ममता बनर्जी भूखी शेरनी की तरह सब तरह की देश बिरोधी हरकतें कर रही हैं और उसके मातहत काम करने वाले इस को सह दे रहे. कल तक मोदी जी एस टी पर साथ देने के बाद अब उसे समय सीमा में न लागू होने देने में सबसे बडी भूमिका निभा रही है और अमित मित्रा, जो अपने को अर्थशास्त्री कहते हैं ममता का भरपूर साथ दे रहे हैं. बंगाल को तो कंगाल बना दिया अब देश को पिछड़ा बनाये रखने का लोगों को बेवक़ूफ़ बनाये रख प्रयास है. काश, बंगाल के बुद्धिजीवी समझ पाते…. 

4.12.2016 जैसा बाप वैसा बेटा: बाप कहा था भारत में ट्रैक्टर से खेती नहीं होनी चाहिये, बैलों और हलवाहोंका क्या होगा? ट्रैक्टर बन्द करा देंगे….कम्प्यूटर इस देश के लिये नहीं है…….बेटा बाप को झुठला दिया ….लैप टॉप बँटवा दिया …. बेटा को स्वच्छ भारत अभियान देश के लिये क्यों ज़रूरी है समझ नहीं आया……पी.एम के बुलाने के बावजूद उनका साथ नहीं दिये…..यही कारण है नोयडा की स्वच्छता में कोई ध्यान नहीं दिया गया….और नोयडा को स्मार्ट सिटी की लिस्ट में नहीं रखा गया. अब अखिलेश को मोदी के कम कैश और फिर कैस रहित भारत की अर्थ व्यवस्था बनाने की की बात की वे कैसे समर्थन करते….मुझे तकलीफ़ इसलिये हो रही है कि वे अपने को आस्ट्रेलिया में उच्च शिक्षा लिया हुये बताते हैं …..केवल पैसे के बल पर शिक्षित होने पर ऐसे ही ज्ञान मिलता है…मज़े की बात है कि अखिलेश के सुझावों पर पहले ही काम हो रहा है……….हर राज्य सरकार को केन्द्र से मिले सहायता भरपूर स्वागत करना चाहिये……पर दुर्भाग्य से सभी बिरोधी सरकारें सभी काम में राजनीति पर ज्यादा बल देती हैं…..,राज्य के ज़िम्मे दो महत्वपूर्ण बिभाग है शिक्षा और स्वास्थ्य …..क्या उन दोनों की बदहाली के लिये केन्द्र ही ज़िम्मेवार है’?

दिसम्बर ९, मुझे यमुना की दवाई लेने सेक्टर ५० के मेन मार्केट की एक दूकान पर गया, जब पी.ओ.एस से देने की बात कही तो पता चला, नहीं चल रहा है . पेटीएम पर देने की कोशिश की. ‘पे’ बटन पर दबाता रहा ….पर वह भी नहीं हुआ. आख़िर में दवाई का लिफ़ाफ़ा वहीं छोड़ना पड़ा . दूसरे दुकानों पर मसीनें ठीक थीं…एक बिजली का सामान लिया, फिर दूसरे दूकान से वे दवाइयाँ भी ली …..सब कार्ड से….पर पार्किंग का २० रूपया डीजिटल तरीके से देने का कोई उपाय नहीं है अभी….यह कैस के बिना भी हो सकता है कार्ड के ज़रिये….नोयडा के सी.इ. ओ. को आज मेल भेजा…यह तो काले धन जमा करने का ज़रिया है ठेकेदारों और पुलिस के लिये..देश के सभी शहरों में……हॉ, एक बात और हुई शाम को फ़ोन में एक मेसेज देखा पेटीएम का मेरा दवाई का ५९७ रूपया कट गया है…अब मुझे वह दवाई लाना होगा जो मेरे पास अगले तीन महीने के लिये है…पैसे तो वह लौटायेगा नहीं…पता नहीं यह सोफ़्टवेयर की समस्या है या ऐअरटेल के इंटरनेट की…,,

9.12.2016 (मुझे बडी उत्सुकता है दो बातों के बारे में लोगों की राय जानने की, जिसका मौक़ा मोदी की नोटबन्दी से मिला था. क्या शादियों को अंजाम देनेवाले लाखों लोगों ने तिलक छोड़ दिया ……कैशवाला अंश, …..बेकार के तामझाम के ख़र्चे कम हुये? घर में आये काले धन के नगदी का ब्यवहार कर शॉपिंग करनेवालों पर असर पड़ा? घर के बेकार ख़र्चों में कोई कमी आई? ७० साल से समानांतर चलनेवाली काली अर्थ ब्यवस्था को बदलने में तकलीफ़ तो बहुतों को महशूश होगी. मोदी तो हर छोटे से छोटे ब्यक्ति को, जिसके जन धन खाते का बदनीयत लोगों ने ब्यवहार करना चाहा हो, उठ खड़ा हो साहस से न लौटाने तक का , मौक़ा दिया. अब एक मोदी क्या करे? अगर कुछ बैंक के कर्मचारी मिल करोड़ों में नये नोट सामर्थ्यवानों को दे देने की साजिस करें….अगर सभी बिरोधी पार्टियाँ, मीडिया, यहाँ तक की सर्वोच्च न्यायालय के मान्य लोग भी बग़ावत करने के लिये उकसाते रहें…..मोदी किस किस से लड़े जब चरितरहीनता, लालच, इतने गहरे जा चुका हो सत्तर सालों में….नोटबन्दी से उपजे हैं कितने कमीने ठंग से कमाने के रास्ते लोगों को बरगलाने का..सावधान रहिये और लालच से बचिये..मज़ेदार बात यह है कि हिन्दू महासभा, मुलायम, ममता, मायावती, राहुल सभी मोदी को धमकी दिये जारहे हैं ….यह परीक्षा देश के ईमानदार लोगों की भी है जो अल्पसंख्यक बाहुबलियों या बेईमानों पर थोड़ी मानसिक दृढ़ता दिखा देश को जीता सकते हैं, सम्मानित करा सकते है कुछ धैर्य और साहस का परिचय दे. )

दिसम्बर ११ आज रविवार है, राकेश कलकत्ता या कोलकात्ता से वापस आ जायेंगे शाम तक. मुझे याद नहीं रहा कि मेघदूतम् पार्क में एक बच्चों का अनुष्ठान था…..रविवार पूरी छुट्टी रखता हूँ और केवल मनोरंजन के लिये घूमने निकलता हूँ …..आज भी वैसे ही निकला १०.३० बजे और मेघदूतम् की तरफ़ से आती आवाज़ से अनुष्ठान की याद आई और उधर ही निकल चला…..काफ़ी भीड़ थी….मन कुछ ज्यादा नहीं लगा …बाहर निकलते समय सिद्दीक़ी मिल गये उन्हीं के साथ आलोकबिहार के गेट से बाहर निकल गया….रास्ते में सोचा कि केन्द्रीय विहार से सेक्टर ५०-५१ के बीच के रास्ते से निकला जाये….. इस रास्ते के किनारे मोबाइल फल वालों की दूकानों से हरदम की तरह कुछ घर के लिये फल लेना चाहता था, पैसे तो लिया नहीं था पर फ़ोन था सोचा था कुछ दूकानवालों के पास तो पेटीएम से ख़रीदना सम्भव हो जायेगा…..पर यह हुआ नहीं ….उनमें किसी ने यह सुबिधा लेने की कोशिश नहीं की है….मेरे पूछने पर अपने पास स्मार्ट फ़ोन न होने का कारण बताये……..फिर पेटीएम से पैसे के देनलेन समझ में नहीं आने की बात भी कही…. मुझे एकमात्र समझ में नहीं आई ….उन दूकानों की संख्यायें तो बढती ही जा रही है….ब्यवसाय भी ढीकढाक चल रहा है……मतलब फल ख़रीदनेवालों के पास पैसे की कमी नहीं है….केवल मेरी तरह के कुछ लोगों के पास नगदी की कमी है…..क्या मैं भी अब ज़िद छोड़ दूँ .,,., पेटीएम की तरह की कम्पनियों के लिये तगड़ा ब्यवसाय इंतज़ार कर रहा है….हाँ, आते समय यह ज़रूर पता लग गया कि सफल और मदर डेरी में पेटीएम तो स्वीकार है पर डेविट कार्ड से ख़रीदारी की कोई ब्यवस्था नहीं है, जबकि इन दोनों अर्ध सरकारी कम्पनियों को इसकी ब्यवस्था ज़रूर करनी चाहिये……पर देश के लाखों ठेलेवालों और वैसे लोग जो रोज़ सड़क किनारे अपनी दूकान लगाते हैं या मुहल्ले मुहल्ले घूमते चलते हैं ठेले को ले, कोई सस्ता, सहज और सुरक्षित तरीक़ा भी होना चाहिये…..फिर उसे सहज तरीके से सीखाने की पहल भी होनी चाहिये….देश के नये स्टार्ट-अपों को यह बडा मौक़ा है … कहते हैं साधारण फ़ीचर फ़ोनों से भी पैसा लिया दिया जा सकता है……मुझे नहीं मालूम … क्या कोई जानकार बतायेगा…,,

As the Revenue Secretary, Hasmukh Adhia told to media, December 6, Tuesday, ‘ the government expects the entire money in circulation in the form of currency notes of Rs 500 and Rs 1,000 which have been scrapped to come back to the banking system. Even Arvind Panagariya, NITI head, agrees. It has happened because of the fertile brains of those whom the unscrupulous hoarders employed for advice and execution of the process of transforming black into white. 
The government gave certain exemptions to ease the life of common people but it has had to bring about several rule changes in its demonetisation drive to stay one step ahead of the constantly-innovating tax evaders by deploying millions of people throughout the country to exchange old currencies with new ones. 

Here is one calculation for making your own estimation: If 2 lakh proxy beneficiaries collected only once a day, the total black to white value was 2,00,000 x 4, 000= 8 00,000,000 ie 8 crore. If it is two to three transactions a day from various branches of the banks in places like Noida , Gurgaon, Faridabad, or Ghaziabad, the value gets increased to 16 or 24 crores. One can estimate how much money became white out of black in all the banks and post offices of the county. Workmen in all establishments and factories, servants and maids, and all those who wanted to get some money made were used by the shrewd finance managers, agents with an incentive of Rs 400-600 per transactions. There were hardly 10 percent genuine needy in the queues in those days. 

Other ways were also invented instantaneously : “Jewellers sold 15 tonnes of gold ornaments and bars, worth around Rs 5,000 crore, on the intervening night of November 8 and 9 after the government demonetised Rs 500 and Rs 1,000 denomination notes.” 
The government is also busy in finding out the black in old currency that got white through foreign currency agents, got deposited in Jan Dhan Accounts, and regular accounts of many individuals with huge allurements, got distributed in employees and cadres of the political parties as advance, and with the involvement of bank employees in the illegal exchanges.  
One must feel bad there were all educated masterminded individuals called by different names as chartered accountants and financial experts running companies who keep on innovating new ways to evade taxes. While most in banks and other places worked day and night to bring normalcy after the great step to curb black money and reduce corruption, many black sheep helped the unscrupulous lot at their cost. Indians have mastered this art over the last seven decades if not more. With best possible intention, no Modi can make these typical behaviour of Indians changed.  
There is now hardly prospect of any windfall gains accruing to the government arising out of part of the demonetised currency remaining outside the banking system. “Some experts had projected that a part of the demonetised currency notes — of a value of Rs 14.17 lakh crore at the end of March 2016 — would not return to the banking system. In a report, the SBI estimated that Rs 2.5 lakh crore may not return to the system. Based on such calculations, reports emerged that this would lead to substantial gains to the government considering that this would lower the liabilities of the RBI. This, in turn, it was argued could transfer a higher surplus to the sovereign, opening up the prospect of spending on infrastructure, or capitalisation of banks.”  

The unscrupulous ones with support of opposition and media are still working with full vigour to thwart all moves of the RBI to overcome the trouble for the common people. They are behind the disappearance of smaller currency notes and none acceptance of Rs. 2000 currency notes with rumour of ban on it in near future.

दवाई की दूकान, डाक्टर, और एक बृद्ध : मेरी ग़लत या उनकी

(यह कहानी एक महीने पहले की है, पर कुछ बातें अभी की)

कल मेरे साथ एक वाक़या हो गया जो मुझे मानसिक चिन्ता दे गया बहुत गहरा. मेरी भी कुछ ग़लती थी…आम्र पाली इडेन पार्क के ज़मीन स्तर पर की दवाई के दूकान से मैं फ़रवरी में अमरीका जाते वक़्त क़रीब बीस हज़ार रूपये की दवाई ले गया था, आठ महीने रहने का बिचार था वहाँ . पर पत्नी की बीमारी के कारण अचानक लौट आने और सारी दवाइयों को वहाँ के डाक्टरों द्वारा रोक देने के कारण बहुत दवाइयाँ बच गईं थी. दूकान के मालिक ने जाने के पहले टेलिफ़ोन पर लौटा लेने की सहमति भी दी थी. पहले सेक्टर ४१ में रहते हुये बहूत बार अन्य दूकानों ने लौटा लिया था. आने पर देखा दूकान सँभालनेवाला अरून कुमार झा बदल गया है. नया व्यक्ति न मेरी बात मानता है न मालिक का टेलिफ़ोन नम्बर बताता है. एक दिन मैं सभी दवाइयों को लिस्ट कर मालिक के नाम एक पत्र के साथ उसे दे आया और कहा कि मालिक के पास भेज दे और उन्हें अपना निर्णय लिख कर हमें बताने को कहे. काफ़ी दिन होने पर भी वह कुछ बताता न था. दवाइयाँ हज़ारों की हैं…. आज फिर उसने वही नकारात्मक उत्तर दिया. मुझे भी पिछले दिनों की यमुना की बीमारी की परेशानियों से शायद ग़ुस्सा आ गया……”यह तो सरासर चोरी है…..” मेरी आवाज़ तेज़ थी….अचानक एक नवयुवक डाक्टर निकला और उसने जो और जिस तरह कहा वह मुझे अन्तर तक हिला गया…..”आप जानते नहीं किसी को चोर कहना सुप्रीम कोर्ट के अनुसार दंडनीय अपराध है……पुलिस को फ़ोन करो……इन्हें बाहर निकाल दो……” मेरे पूछने पर कि क्या आप मालिक हो, कहा, “हाँ, मैं मालिक हूँ…..” वहाँ उपस्थित लोगों ने कुछ नहीं कहा. मुझे उस कर्मचारी पर तो कोई क्षोभ नहीं हुआ पर उस सुन्दर नौजवान डाक्टर पर, जो अपने को मालिक भी बताया (जो सरासर झूठ है जो बाद में पता चला)अत्यन्त क्षोभ हुआ. और अशक्त होने का पहली बार अहसास हुआ.. हर जगह यही देख रहा हूँ . बेचने के पहले कितना सब्ज़ बाग़ दिखाते हैं सभी……पर अगर कुछ सहायता चाहिये ग्राहक को वहाँ ऐसी ज़िल्लत झेलनी पड़ती है…… पुनश्च: वह डाक्टर आम्रपाली इडेन पार्क में ही भाड़े पर रहता है, उसकी पत्नी भी डाक्टर है और मेरे घर आ चुकी है यमुना को देखने….पर उस आने का मैंने दाम चुकाया था १५०० रूपये……आज डाक्टरों का ईमान का स्तर यही हो गया है….. 

मैं पूरे वाक़या को भूलना चाहता था, पर कल श्रीमती सिंह ने याद ताज़ा कर दिया घाव का और कुछ सोचने पर भी मैं मजबूर हो गया. उन्होंने बताया कि उनकी एक महिला मित्र ने महिला डाक्टर से जानना चाहा था और पूछा, ‘ क्या आप घर जाने पर १५०० रूपये लेती हो?’ ‘नहीं, मुझे तो शर्म्मा जी ने दे दिया. मेरा क्या दोष?’ आप क्या विश्वास कर सकते हैं? क्या करे यह बृद्ध? कहाँ जाये? किस किस से झगड़ा करे? पर ऐसे लोगों से सावधान ज़रूर रहना चाहिये यहाँ के अन्य लोगों को. दवाइयाँ भी मुझे वापस ले सांई मन्दिर के अस्पताल में देना है ख़ैरात . शायद किसी का कुछ भला हो…..

28.11.2016 कैसा है यह बिरोध? क्यों है यह बिरोध? क्या संसद को इस तरह रोकना ही तरीक़ा है अपने अस्तित्व को जताने का? क्यों बिरोधी पार्टियाँ यह नहीं जानना चाहती और न इस पर बोलना चाहत हैंी? यह देश केवल सर्जिकल तरीके से आगे बढ़ सकता है चाहे वह भारत को स्वच्छ बनाने का अभियान हो या काले धन या भ्रूण हत्या की तरह कुरीतियाँ को रोकने का या किसानों को बची फ़सल को जला प्रदूषण फैलाने से रोकने का. ऊपर से जो मोदी करना चाहते हैं बिरोधी हर अच्छी चीज़ों में भी उनका बिरोध करेगा, संसद नहीं चलने देगा चाहे नोटबन्दी हो या जी एस टी . और मीडिया भी मोदी के प्रयास में कमियाँ दिखा कर ही अपना रोज़ी रोटी कमाता रहेगा. अब वे कहते हैं काला धन के ख़िलाफ़ नोटबन्दी के लिये कोई ख़िलाफ़त नहीं, बिरोध है कि बिना पूरी तैयारी के यह क़दम उठाया गया, साधारण लोगों को बहूत तकलीफ़ हुई…लम्बी लाइनों में खड़ा होना पड़ा…..पर कोई उन लोगों के बारे में नहीं कहता जिन्होंने उस रात बडी मात्रा में सोने ख़रीदे, ग़रीब तबके के लोगों को लालच दे अपनी पुरानी नोटों को बदलवाते रहे, जब सरकार न मिटनेवाली स्याही लगाने लगी फिर बिरोध किये……वे बेईमानों को जन धन खाते में या दूसरे के खाते में कमीशन पर अपना पुराना नोट जमा कराने के काम का भी बिरोध नहीं किया…..न मिल मालिकों या ब्यवसायिओं को चेक से कर्मचारियों को पैसे देने का पहल कभी नहीं किया…..उसे भी मोदी के मुँह से कहवा मोदी और उनकी पार्टी को बदनाम करवाने में ख़ुश होते रहे..हो रहे हैं….कैसे देश बदलेगा ……ऐसी राजनीतिक मनःस्थिति से…..क्या आम जनता इनकी काली ग़लत मनसा को समझ पायेगी….

मोदी को लोग भले हीं गालियाँ देते रहें, इस साल शादी में ख़र्च ज़रूर कम होगा. तिलक लेने वाले तिलमिलायें हुयें हैं…. एक आम सामाजिक नियम है छोटे तबके के लोग सब उन चीज़ों की नक़ल करते हैं जो सम्पन्न करते हैं, वही कमज़ोर वर्ग भी करना चाहता है चाहे वह शादी का तामझाम हो या शराब की ज़रूरत….

28.11.2016: सब बिरोधी दल नवम्बर २८ को पूरे देश ब्यापी आन्दोलन करेंगे…यह बिरोध केवल बिरोध दिखाने का है..एक कहता है चुनाव में सुधार तो मोदी ने किया नहीं, उसी से काला धन ख़त्म होगा. पर जब मोदी संसद और राज्य के एसेम्बली का चुनाव एक साथ कराने का सुझाव और उसके फ़ायदे बताते हैं तो कोई बिरोधी दल उसे स्वीकारते नहीं…….कितना खोंखला लगता है जब ममता के प्यादे डेरेक ओ बरायन शिक्षा और स्वास्थ्य के सुधार की बातें करते हैं. यह सब राज्य सरकार की ज़िम्मेवारी में आती है और जिनकी आज की ख़राब हाल के लिये राज्य सरकारें हीं सबसे ज्यादा ज़िम्मेवार हैं.बंगाल.बिहार की शिक्षा की कहानी सबको मालूम है………सभी राजनीतिक दल केवल और केवल भोट को ख़्याल में रख सब कुछ कहते हैं और करते हैं….वायदा करते हैं और फिर उसके क्रियान्वयन के लिये कुछ नहीं करते …… आज पार्टियों को मिल इस साहसी क़दम का स्वागत करना चाहिये था काले धन की समानांतर अर्थ ब्यवस्था को मिटाने के लिये, वहाँ अनर्थक मिथ्या समाचारों की बात कर लोगों को सरकार के निर्णय के बिरूद्ध भड़का रहें हैं…पता नहीं कितनों को गाँव की, किसानों की, ग़रीबों की तकलीफ़ों का नज़दीकी अनुभव है……यह क़दम तिलक को ख़त्म कर लड़कियों को सामाजिक सम्मान दिला सकता था और शादियों के ब्यर्थ ख़र्चों से साधारण मध्यम वर्ग के लोगों बचा सकता था……..पर वह एक बिरोधी दल का मुद्दा बन गया है…..सभी किसान हमारे सांसदों और मीडिया के लोगों से ज्यादा चालाक और समझदार हैं ….इनकी चिन्ता ब्यर्थ है…क्या देश का नौजवान वर्ग इस ममता बनर्जी और बामपंथियों की सहायता से राहुल की पार्टी द्वारा आयोजित राष्ट्र बिरोधी आन्दोलन के बिरोध में खड़ा नहीं हो सकते….इस बात को जन जन तक नहीं ले जा सकते…? http://www.financialexpress.com/india-news/demonetisation-why-oppositions-vague-arguments-are-hopeless-against-narendra-modis-nationalism-debate/456314/

राहुल की समस्या: राहुल आजतक कभी बैंक गये नहीं, सब्जी ख़रीदा, न राशन. फिर जनता प्रति निधित्व कैसे करते, तो बैंक और एटीएम जाने की सलाह मिली उनको उनके क़ाबिल सलाहकारों से- यही मौक़ा है कुछ राजनीतिक फ़ायदा उठाइये. मेरी उनसे काफ़ी अपेक्षाऐं थी और कांग्रेस पार्टी से भी, क्यों एक तो मज़बूत राष्ट्रीय बिरोधी दल तो होना ही चाहिये अच्छे प्रजातंत्र के लिये. पर शायद मैं ग़लत था …

27.11.2016 (अवकाश प्राप्त व्यक्तियों से एक सलाह लेना चाहता है एक व्यक्ति. कल उसका व्यवसायी बेटा आया बरसों बाद उन्हें अकेला छोड़ चले जाने के बाद एक दूसरे शहर में , जहाँ वह बाप के पैसे ही से चालू किया एक बड़े व्यापार का मालिक है और सभी सुख सुविधाओं के साथ एक महल समान मकान में रहता है. वह व्यक्ति, विशेषकर उसकी पत्नी बडी प्रसन्न हुई, और बेटे के बचपन की पसन्द आती चीज़ों के बनाने में लग गईं. बाप बेटे को अपने कमरे में जा आराम करने को सुझाते हुये कहा, ‘माँ तुम्हारा कमरा रोज़ साफ कराती रहती हैं. पर बेटा कहा, ‘मैं तो केवल आप लोगों से मिलने और बातें करने आया हूँ शाम की फ़्लाइट से चला जाऊँगा. वच्चे अकेले घबरा जायेंगे.’ बाप ने फिर कहा, ‘कम से कम हाथ मुँह धो फ़्रेस हो के तो आओ, फिर बातें करेंगे’. बेटा जल्दी से वापस आ गया, फिर धीरे से बोला, ‘पापा, मुझे एक अपने काम के सिलसिले में अपने दोस्त से भी मिलना और बुआ से भी.’ ‘फिर कहो ना क्या चाहते थे?’ ‘ पापा, मेरे पास कुछ ज्यादा नगद पैसे हैं, क्या यह सम्भव होगा कि आप अपने और माँ के खाते में दो-दो लाख जमा करा दें?’ बाप क्या करे? कुछ देर सोचता रहा , फिर ….,’ बेटा, हमारी सीमित आय में इस उम्र में यह संभव नहीं हो……४-५ दिन बाद फ़ोन कर लेना.’ लड़का तुरन्त उठ खड़ा हुआ…..बाप खाकर जाने का आग्रह करता रहा, माँ का नाम भी लिया….यही प्रश्न उसके दोस्त और बुआ के सामने भी होगा और उन्हें उत्तर देना होगा..वे क्या करेंगे….क्या बाप ने ग़लत किया? बाप अभी भी सोच रहा है…किसी की सलाह लेना चाहता है…,)

नई रियासतें (विमुद्रीकरण -२३.११.२०१६)

• सरकार 1.55 लाख डाकघरों में नये Rs500 और Rs2,000 नोटों को उपलब्ध बना दिया है।• राष्ट्रीय कृषि और ग्रामीण विकास बैंक (नाबार्ड) और भारतीय रिजर्व बैंक (आरबीआई) को जिला केंद्रीय सहकारी बैंकों (डीसीसीबी) को किसानों को क्रेडिट और कुछ नगद राशि निश्चित रूप से प्राप्त हो सुनिश्चित करने के लिए निर्देश दिया गया है . • नाबार्ड ने डीसीसीबी को प्रतिबंधों की विशेष सीमा Rs21,000 करोड़ रुपये कृषि क्रेडिट मदद करने के लिए मंज़ूरी दी. • सार्वजनिक क्षेत्र के बैंकों और कुछ निजी क्षेत्र के बैंकों ने 31 दिसंबर तक के डेबिट कार्ड के उपयोग पर सेवा शुल्क माफ करने पर सहमति जताई है।• रेलवे ने 31 दिसंबर तक ई-टिकट बुकिंग पर सेवा शुल्क माफ कर दिया गया है।• फीचर फोन के माध्यम से सभी डिजिटल लेनदेन पर 31 दिसंबर तक सेवा शुल्क नहीं लगाया जाएगा। • सभी सरकारी संगठनों, सार्वजनिक क्षेत्र की इकाइयों (पीएसयू) और एजेंसियों के वेतन और अन्य खर्चों के भुगतान के लिए डिजिटल भुगतान का उपयोग करने की सलाह दी गई है।
कश्मीर सामान्य और शान्त हो गया, नक्सलवाद ख़ात्मे पर है, पंजाब का ड्रग माफ़िया आख़िरी साँस ले रहा है, शादियों पर बेकार के ख़र्चे कम हो गये….शराब की दूकान भी नहीं चलेंगी पुरानी तरह …जुआवाजी और न जाने कितने गलत धंधें . बच्चों की चोरी…एक क़दम और इतने फ़ायदे…जय हो जय हो भारत भुगत ले थोड़ी परेशानी.. हर कुछ अच्छा पाने के लिये कुछ कष्ट तो उठाना पड़ता है….सह लें हम…..क्यों करें संग्रह काले धन का…….

२२.११.२०१६: (चोर चोर मौसेरे भाई बन गये हैं ….अपनी पार्टी की निर्धारित सिद्धान्तों को छोड़ …..केवल और केवल मोदी के जन जन हित, धर्मसंगत देश की प्रगति हित लिये निर्णयों के बिरोध के लिये ……. वामपंथी पार्टियों के हथकंडों पर उतर आये हैं सभी जिनसे कोई भला आजतक नहीं हुआ…….संसद में तर्क संगत बहस नहीं करेंगे……चिल्लाकर या सभी तरह के शर्मसार करनेवाले हथकंडे अपना संसद न चलने देंगे.फिर जनता का क्या जिन्होंने उन्हे चुना? और नेतृत्व उनका है जो चुनाव हार, चमचागीरी या के पैसे के बल राज्यसभा के सदस्य हैं….या …अब भारतबंध की देशबिरोधी प्रयास में रत हैं जब सरकार, नीजी,सरकारी बैंक रिज़र्व बैंक के साथ इस महायज्ञ को सम्पन्न करने के प्रयास में दिन रात काम में लगा है……राहुल, जो कभी दायित्व संभाले ही नहीं, बैंक की लाइन में खड़ा हो जनता की तकलीफ़ समझने का नाटक कर मोदी के हर उचित निर्णय में ग़लतियाँ निकाल रहे हैं ….केजरीवाल तो आई. आई. टी को भी बदनाम कर दिये..अब वे मोदी हटाने की माँग की है ….ममता की सादगी भी नक़ली निकली..देशबिरोधियों के काले धन को बचाने में सभी दाव लगा रही. .अब वे सब मिल लाइनों में खड़े लोगों के मरनेवालों की लिस्ट बना देश की अबोध जनता को बरगला रहे हैं …इनमें से किसी ने बेईमानों के काले नोटों को लाखों लोगों को लाइन में लग कमीशन पर सफ़ेद करने के बिरोध में नहीं बोले…..किसी ने लोगों को यह सलाह नहीं दी कि किसे के काले धन को अपने खाते या जन धन खाते में न जमा करें या काले धन से बहुत मात्रा में सोने ख़रीदनेवालों को ग़लत बताया……क्यों? ये केवल भोट के लिये जीते हैं और उसके लिये देश को बेंचने के लिये भी तत्पर हैं….. .काश ! ये कोई सकारात्मक सलाह देते … ५०००-१००० की नोट को लेने की अवधि बढ़ा उन बेईमानों की अरबों की काली सम्पति को सफ़ेद बनवाना चाहते है… जनता की भलाई की कोई मनसा नहीं है इनके लिये…देश का जागरूक वर्ग विशेषकर युवा खड़ा हो इनका देश की हर गल्ली मुहल्ले में इनका बिरोध करे …इनके के चम्मचों को रोके ग़लत अफ़वाहों को फैलाने में ……मदद करे उन सच में तकलीफ़ में पड़े लोगों को. और देश को बचाने के इस आख़िरी अवसर को हाथ से न जाने दे……मोदी एकमात्र नेता हैं जो अगर जनता नकार दे तो अपना झोला उठा हिमालय चल देंगे….उसका कुछ नहीं होगा….देश बरबाद हो जायेगा पिछड़ जायेगा दसकों के लिये…और बेईमानों की बन आयेगी….क्या राहुल और अरविन्द के तरह नासमझ व्यक्तियों को बढ़ावा दे हम देश के साथ ग़द्दारी नहीं करेंगे?…..जाति, धर्म, भाषा, प्रान्त, पार्टी से ऊपर उठ देशहित इस विमुदरीकरण को सफल बनाने में मदद करें…,.और फिर से उन लोगों को न पनपने दें जो केवल अपने सुख, सुबिधा, या अपनी सत्ता के लिये के लिये नये नोटों से फिर अपना घर का घर भर लें…..हर किसान, मज़दूर, अपने व्यवसायियों, मिल मालिकों को चेक से पैसा देने पर मजबूर करें, अपने अपना अर्जित धन बैंक में रखे और चेक या कार्ड से उसका उपयोग करें ….थोड़ी हिचक होगी….पर हम सभी यह सीख सकते हैं, सीखा सकते हैं और स्वच्छ ज़िन्दगी जी सकते हैं और दूसरों को जीने का रास्ता दिखा सकते हैं…,७७ साल की उम्र में मैं कल पेटीएम डाउनलोड कर उसमें २००० रूपये डाला…..कल सब्जीवाले की दूकान के सामने पेटीएम का बोर्ड लगा देख खुस हुआ…. पर साथ ही केंट आर ओ के मिस्त्री को चेक लेने के लिये मना न सका…प्रयास जारी रखूँगा …उसे पैसा नहीं दिया कैस , था ही नहीं..,,)

१८.११.२०१६ (कल शाम को श्री महाजन साथ थे हम डेमोनेटाइजेसन पर बात कर रहे थे. बातें तो सामयिक विषयों पर ही होती हैं…”मैं इस डेमोनेटाइजेसन का हिन्दी शब्द खोज रहा हूँ, अगर आप जानते हों तो बतायें ….सब शब्दकोश खोजा, पर अभी तक मिला नहीं”..” कोई उत्तर प्रदेशवाला बता सकता है…” महाजन जी ने कहा ही था कि आवाज़ आई.”.बिमुद्रीकरण ” एक महिला जो बग़ल से गुज़र रहीं थीं ने कहा था. हम घूम कर देखने लगे…महाजन जी ने पूछा, ‘आप ज़रूर उत्तर प्रदेश की होंगी’. ‘हाँ, पर मैं बी.जे. पी की भोटर नहीं हूँ ‘. क्यों पार्टी बिशेष की बात आई…पूछना भी ग़लत था और वे जा चुकी थी आगे..,.. पर क्यों बतायें आप….)

कल दो अनुभव पाया विमुद्रीकरण सम्बन्धित: मैं ख़ुद कोशिश करते करते Paytm app अपने स्मार्ट फ़ोन पर डाउन लोड कर सका, उसमें दो हज़ार रूपये डाल दिया सब्जी की ख़रीदारी के लिये. पास के सब्जी फल बेंचनेवाले ‘सफल’ कीदूकान पर पेटीएम से भुगतान किया जा सकता है. अच्छा तब और लगा जब मैं कुछ सब्जी ख़रीदने नीचे की छोटी दूकान पर गया, वह अब पेटीएम से पैसा लेने की ब्यवस्था कर लिया है. मुझे बताते हुये दुकानदार के चेहरे पर एक उपलब्धि की झलक दिखी. पर शाम को RO के लीक को ठीक करने Kent का एक टेक्निसीयन आया युवक ही है, मेरे घर पहले भी आया हुआ है. कैंडल में ख़राबी बता उसे बदला और ३०५० रूपये की माँग की. मैंने चेक से देना चाहा पर वह अपना नोयडा में कोई एकाउन्ट न होने की बात बता नक़द लेने की बात पर डटा रहा भले ही मैं बाद में दूँ पैसा लाने पर. डिजीटल तरीक़े से बिना नक़द के पैसा देना लेना सुरक्षित है, पर यह भी एक मनःस्थिति है जिसे बदलने के लिये काफ़ी समय लगेगा और कारगर तरह से समझाने की ज़रूरत होगी. वह समाज के शिक्षित वर्ग को करना होगा और कुछ समय लगेगा सरकारी दबाव से नहीं होगा, ब्यक्ति विशेष को उसकी ज़रूरत और फ़ायदे का एैतवार आना होगा.

चेहरे जो सामने आ रहे हैं पुराने नोटों को ग़ैरक़ानूनी क़रार कर देने के बिरोध में वे साफ़ बता रहें हैं कि कौन काले धन की समाप्ति के बाद रातों की नींद खो दिया है? कौन इन लालची राष्ट्रीय ग़द्दारों को पनपाया और आज भी उन्हे बचाये रखना चाहता है? 

……

हम भारतीय अपनी आदत के ग़ुलाम क्यों? हम चली आ रही ग़लत मान्यताओं, तरीक़ों और क़ायदों को उचित तर्क संगत ढंग से सोचने के बाद बदलते क्यों नहीं? क्यों लकीर के फ़क़ीर बने रहने 

चतुर्वेदी जी का गोवा में मोदी के लम्बे मैं आपसे सहमत नहीं हूँ क्योंकि यह देश की दो तरह की शक्तियों का द्वन्द है. पहुँचना जनता तक है जो भोट देती है. कांग्रेस, मायावती, मुलायम और ममता एक अति नाज़ुक निर्णय के बारे प्रश्न उठा लोगों को भड़काना चाहती हैं. उस ताक़त से लड़ने के लिये मोदी को इस तरह करना पड़ रहा है. इतने बड़े देश के लिये किसी नई चीज़ विशेषकर नये नोट का पुराने को बदल लागू करना एक बहुत बडा चैलेंज हैं. इसमें असफल होना देश के लिये घातक हो सकता है…आशा है आप सहमत होंगे . 

१६.११.. राहुल,ममता, केजरीवाल को लाइन में लगे लोगों की असुविधा और परेशानियों की चिन्ता है या उनकी मनसा देश के हित के एक अति महत्व के बदलाव को हर तरह की समस्या बता रुकवाने की है. 
हम भूल जाते हैं कि केवल कुछ साल पहले तक ऐसी ही लाइन बिजली या टेलिफ़ोन का बिल देने के लिये लगता थी…रेलवे के टिकट के लिये भी … स्कूल के दाख़िला के लिये और न जाने कितने कामों को करवाने के लिये लाइनें लगती थीं ऐसा ही समय लगताहै. आज भी जिसकी सुधार प्रक्रिया अभी चल रही है बडी तेज़.. यह एक महत्वपूर्ण देशहित लिया क़दम है, कुछ दुर्घटनाओं की ख़बर को सरकार के इस निर्णायक क़दम के साथ नहीं जोड़ना चाहिये….मुझे केवल बिरोधी दल के नेताओं के बिरोध के स्वर में एक चिन्ता दिखती है देश के बेईमान लोगों के ग़लत ढंग से जमा किये धन के समर्थन का. क्या मुद्रा परिवर्तन की तरह नाज़ुक मामले में बिरोध इस तरह का होना चाहिये? ज़मीनी स्तर पर यह बहुत घातक हो सकता है…..यह बहुत बडा क़दम है और सबको साथ देना चाहिये…….हमारी यह चिन्ता उम्र जनित लगती है…देखना है क्या चीज़ें बदल जायेगीअगले कुछ सालों में….

नक़ली और काली नोटों के मुहिम में सरकार का साथ हर ज़िम्मेदार और ईमानदार को देना देश हित है. साथ ही कुछ फ़ायदे के लिये काले धन के झाँसे में नहीं आने में हीं चालाकी है. कल का दो अनुभव है. हमने एक टैक्सी ली थी राजेश और अपने मित्र को दोपहर के खाने के लिये सेक्टर १६ ले जाने के लिये, और एक रात दस बजे उन्हें अन्तर्राष्ट्रीय हवाई अड्डे ले जाने के लिये. दोनों ड्राईवरों ने हज़ार के नोट ले लिये. हाँ, हमारे मित्र से पानेवाले ने पाँच सौ का नोट नहीं लिया. इसीतरह हमारी मेड ने जो पड़ोसी के यहाँ भी काम करती है उनके हज़ार और पां सौ के नोट पिछली तनख़्वाह के एवज़ में लेना अस्वीकार कर दिया था. सबेरे बता रही थी हमारे घर काम करते करते. समाचार देश के कोने कोने में फैल गया है और लोगों को क्या करना है मालूम है. हाँ , राजेश और जनार्दन के पास भी कुछ हज़ार रूपये थे, भारत आने पर ख़र्च करने के लिये….आशा है एअरपोर्ट पर बिदेसी मुद्रा मिल गई होगी….व्यवसायी वर्ग लगा है नोटों को किसी तरह क़ानूनी मान्यता दिलाने के लिये….पर अभीतक हार्ट फ़ेल की कोई ख़बर नहीं आती है….आश्चर्य है नीतिश कुमार ने इस क़दम का स्वागत किया है पर ममता ने बिरोध. चिदाम्बरम् हमेशा की तरह राहुल को सह दे रहे हैं….गाँव के ग़रीबों का बहाना बना.

मायावती के आँसू और सरकार के काले धन के बिरूद्ध अभियान का उनका बिरोध: मायावती और वे सभी जो सरकार के हज़ार और पाँच सौ के पुराने नोटों को ग़ैरक़ानूनी क़रार कर देने का बिरोध कर रहें हैं . ख़ुद अकूत कालेधन के मालिक हैं. पता नहीं कहाँ और कैसे उसे बचायेगें? मायावती को सरकार का यह क़दम दलित बिरोधी दिखता है. दलितों और अल्पसंख्यकों को सबसे ज्यादा परेशानी होगी मायावती जी के अनुसार. आश्चर्य तब होता है जब मायावती कहतीहैं, सरकार को सभी काले धन के बिरूद्ध लिये क़दमों की कमाई को दलितों की भलाई में लगा देना चाहिये. अपनी इस सलाह को सबसे पहले अपने से शुरू करना चाहिये उन्हें. मायावती जी के पास तो अथाह सम्पति है. आयकर विभाग में जमा किये सूचना के आधार पर भी. उनकी तो कोई वारिस नहीं, न होने की उम्मीद है अब. उनके भाई भी उनके बल पर अरबों के मालिक हैं. क्यों नहीं वे कम से कम अपने इस धन की एक वसियत कर दलितों के भलाई में लगा देने का ऐलान कर देतीं और कम से कम दलितों की असल महादेवी बन जातीं और इतिहास रच लेती? आज मायावती समझती ही नहीं की वे अब दलित नहीं हैं किसी तरह. या तो वे अपनी पढ़ाई के बल पर ब्राह्मण बन चुकी हैं या क्षत्रिय (महारानी)…

कृपया इसे पढ़ें , लोगों को सुनायें, यथा सम्भव अधिक से अधिक शेयर करें और गाँव देहात , शहर गली गली में इस पर चर्चा करें ) हमें, हर नागरिक को समझना चाहिये ब्लैक मनि है क्या, जिससे वे सरकार की मनसा को बड़े नोटों को बन्द करने के निर्णय के पीछे के कारण को समझ पायें. ब्लैक मनि वह कमाई आमदनी है जिस पर हम टैक्स नहीं देते. हम लालची हो जाते हैं थोड़े रूपये टैक्स का चुराने के लिये और ज्यादा रूपया को अपने बेकार ख़र्च के लिये रखने के लिये. अगर सभी ऐसा करने लगे तो देश कैसे चलेगा, हम नहीं सोचते. देश को चलाने का, हमारी आय को स्थायी करने और लगातार बढ़ते रहने के लिये प्रबन्ध करने के लिये सरकार को बहुत धन की आवश्यकता होती ह जो उसे विभिन्न टैक्सों से मिलता है. यह काला धन उस धंधें में ज्यादा है जहाँ आमदनी का हिसाब नहीं रहता है साफ़ साफ़ जैसे उन डाक्टरों, वकीलों, एजेंटों, चार्टरड एकाउनटेटों की कमाई में, जो नगद पैसा लेते हैं अपनी फ़ीस के बदले. जो कार्ड या डिजीटल ढंगों से पैसा लेते है वे नहीं पड़ते काले धनवालों की सूची में. पैसा बैंक में जमा करते समय अपना PAN या आधार कार्ड नहीं लिखते. टैक्स न देनेवाले वे लोग उस नगद को सोना, ज़मीन, मकान, बिदेसी मुद्रा, या ऐयासी की चीज़ें आदि ख़रीद कर सम्पति बनाते हैं या कुछ चली आ रही सामाजिक कुरीतियाँ पर ख़र्च करते हैं जैसे बच्चियों की शादी या धार्मिक गुरुओं या मन्दिर का चढावा. राजनेता करोड़ों और अरबों में नक़द जमा करते हैं और अपनी और परिवार की ऐयासी से ज्यादा बचा धन नक़दी बोरों में बन्द कर सुरक्षित जगह पर विश्वसनीय लोगों के पास रखते हैं और चुनाव पर ख़र्च करते हैं. आज भारत संसार में नाम कर रहा हर क्षेत्र में, पर यहाँ एक बडा समुदाय बहुत ग़रीब है. उनको भी काम देने के लिये सरकार को पूँजी की ज़रूरत है, वह तभी आयेगी जब सरकार को हर ब्यक्ति या कम्पनी की कमाई पर निर्धारित टैक्स प्राप्त हो. दुनिया के सभी उन्नत या उन्नत बनते देशों में किसी बस्तु ख़रीदने या सेवा लेने के लिये नक़द पैसे देने का रिवाज ख़त्म होता जा रहा है, जब हम एकदम पिछड़े हैं. हम सभी को पैसा देने और लेने में डिजीटल तरीक़े को अपनाना ज़रूरी है. एक सौ करोड़ से ज्यादा मोबाइल फ़ोन को रखने के कारण अधिकांश नागरिक और परिवार यह आसानी से कर सकते हैं…,,…ख़ुशी की बात है इन चार-पाँच दिनों में बहूत किराना, फल और सब्जी की दुकानों पर कार्ड से पेमेंट लिया जाने लगा है. हमारे घर काम करनेवाली चेक से अपना महीना लेने के लिये तैयार है……यह बदलाव शुभ संकेत है…..हर ब्यक्ति को जन-धन या अन्य एकाउन्ट में अपनी कमाई का सब पैसा जमा करने की यथासम्भव कोशिश करनी चाहिये….रू.पे या किसी कार्ड से पैसा चुकता करना चाहिये और अपने फ़ोन पर इसकी तुरन्त सूचना की ब्यवस्था होनी चाहिये ..हर जवान शिक्षित सदस्यों को घर के बुज़ुर्गों को भी सीखाना चाहिये……,आश्चर्य तब होता है जब पढ़े लिखे, काफ़ी समझदार बड़े बड़े ओहदे पर काम किये लोग भी डिजीटल सेवा के तरीक़ों की जानकारी नहीं रखते न सीखना चाहते हैं..यह मेरा नोयडा के लोगों से बात कर मालूम हुआ है.,,..कुछ नेताओं के बहकावे में आ सरकार के इस क़दम का बिरोध नहीं करें…..देशहित कुछ असुविधा को सहे और अन्य नासमझ लोगों की यथासम्भव सहायता करें . …..एक बात और नीतीश और दक्षिण भारत के सभी राजनेताओं ने इसका समर्थन किया, पर मायावती, मुलायम ने बिरोध,,पर अखिलेश नहीं. ममता ने क्यों बिरोध किया समझ नहीं आता, पर अब श्रद्धा काँड में ममता के शामिल होने की ख़बर सच लगने लगी है. पर खडगपुर IIT के अरबिन्द का बिरोध दुख देता है..,,,,,राजनीति में जाते ही बुद्धि भ्रष्ट हो जाती है… ,,,

October issue of Samvada had some entries of hope and I wish to share my views on some. Under- construction Community Centre can certainly be a landmark if properly used. I wish while the ground floor must serve for organising community functions including marriages, on the first floor the senior citizens of the block who held very important positions in private and public sectors must impress upon Noida Authority to set up a very good library best in NCR with books, magazines, computers and other facilities with a pride place in the lives of residents, particularly school going children and retired residents. The collection must be varied and attractive enough for inculcating the reading habit in younger generation that is essential for any career they pursue later on. For senior citizens, the library will be good place to have some good time there in a day. Noida must create through the library an ambience of knowledge society. Unfortunately, Noida lacks that badly as on today. Unfortunately, even this new building will not have even ramp for ground floor for those requiring wheelchairs or lift for reaching first floor against the provision of Accessible India(Sugamya Bharat).

It was good to read the story of Mahajan family. ‘Samvada’ must come out with more and similar stories about the outstanding citizens living among us.

I shall like to focus on an another issue of importance I.e. a provision for a play ground for kids living in F-Block on the vacant plot on the side of the community centre. We as responsible residents must take up with Noida Authority. Because of small plot sizes of all high rising residential units, none have any good enough play ground for kids for enjoying rightly the evenings or on holidays for practising games like football, cricket, after school hours. The plot adjacent to the new community centre of F-Block can be and should be converted as Children Play Ground. I wish Samvada can raise this pertinent issue.

Urgent Need for Differently-abled or very Senior Citizens with certain disabilities in our urban constructions: 

For years now, Yamuna, my wife is having difficulty in walking and using stairs. Whenever we are in US, Yamuna uses a wheel chair that makes her quality of life there better, as she can go anywhere so easily. Rajesh or Anand- both have got one. Yamuna’s knee joints have further deteriorated and require surgery. However, she is not ready for surgery. Her problem has further accentuated now after surgery in August. Doctors have advised her not to use stairs.. When we returned this time in August from US, surprisingly we got a wheel chair delivered one day. It was from Anand. As Yamuna is getting recovered from her recent surgery, I feel like taking her to our own small little park in the complex, the Meghdootam Park or Meghdootam Senior Citizens Forum’s monthly meetings or someone’s apartment for a socialising using the wheelchair. Unfortunately, even Amrapali Eden Park’s builder had provided only stairs at all entrances to the four towers of the complex and a wheelchair just can’t be used. I am sure other residential complexes are also having the similar difficulties. In Amrapali Eden Park, some one would have perhaps pointed out the lack of it at later date to the builder. As Sugamya Bharat Mission launched in 2015 by Modi expects all public buildings, perhaps to meet the mandatory requirements, Amrapali built some ramps with granite top and very steep gradient without following any design norms that make it dangerous and unusable. The other day we had to go Dr. Lal Path Lab in the market complex of Sector 50 for some tests. It has the same problem-a very steep ramp. The ramps must not be with a slope more than 1 in 10 or at the most 1 in 8. It must be about 1- 1Metres wide with safe railings of about 0.9 metre in height on both sides. As it appears the Noida Authority doesn’t expect the differently-abled persons and senior citizens to visit the markets and the public places such as parks or even public toilets. Is it not highly insensitive way to look at this lot of citizens substantial in population? I discussed the problems with Mr. Mathur, Mr. Kala, Mr. Mahendra Singh of Meghdootam Senior Citizens Forum and many during our morning meets at ‘hill top’ in Meghdootam Park. We are preparing a comprehensive memorandum to be signed by the senior citizens and then presented to Noida Authority. I hope the provisions of disabled friendly features will be made compulsory in all new construction projects of Noida and every places in the country. Some of the features can also integrated in the already built buildings with some easy innovative modifications, if the need is appreciated well by those who matter for getting such work done. Will the compassionate residents and seniors take up this urgent issue in their own communities with the right authorities to decide, design modifications and get it implemented to improve the quality of living for differently-abled or senior citizens? All this can be changed with a little compassionate approaches from the builders and development authorities, be it municipalities, corporations, or some with different names. I hope it happens.)

PS: At Amrapali Eden Park, We just can’t use a wheel chair with stairs at all entrances that connect the different housing societies to Meghdootam Park. The photos show the condition of Amrapali. 1. From road you require to climb stairs, so is true for getting in and out of each tower. 2. You can’t get into the club house from any side nor you can go from one tower to the other using wheel chair. 3. You can’t get into the small in-house park or swimming pool, both at higher than floor level. 4. Getting into marketing plaza and its basement housing parlour can’t be assessed as you are to climb up or down the staircases. Entrance of towers A and B have killer ramps of their own design and specifications.I am sure the conditions will be similar everywhere.

An Appeal to RWAs of F-Block, Sector 50, Noida

Even while in US for last six months, I had been thinking about what and how we can make our lives better here in Noida living in high-rising apartment complexes of sector 50 and/or even in other sectors of Noida in other urban centres. 

1. Every day while go out from the main gate of Amrapali and walk across the service road going along the nala, the odd and filthy advertisements painted on the its parapet wall, per turn and make me feel bad. It is the same case through out in Noida, be it the boundary walls or any bare space along the roads. It must not be of any pleasures to other residents too. We can do something make them pleasing to our eyes and thereby improve the overall ambience. We can certainly get our children and interested young talents amongst the residents of the communities living around as volunteers to get the walls in front of the entrance and exit gates or any such spaces painted with innovative ideas as being done in many public places such as railway stations, bridges, etc. Will some social leaders in us can think of this? With festival season and Swachhta Divas on October 2 coming pretty soon, it will certainly a great contribution to a very great national priority. 

2. Many of you in your visits to your kins in US would have certainly seen the practice of garage sales there by the households. All of us must be having many items of household use that we wish to get disposed. My second suggestion is to conduct a community garage sales twice a year to dispose off items lying in our homes that will benefit both sellers and buyers. We can organise such sales where there is some open space, such as in Amrapali Eden Park in market plaza or in badminton ground. With a little planning and arrangement of security, even outsiders may be invited. It can turn into an fun day for all with a prospect of commercial gain too.

3. Unfortunately, the reading habits in our children is diminishing. We will all agree that the reading of good books is the only way to achieve in our career what we wish when we are young. For elders too, it is a great past time. It is foundation stone of a knowledge society. The habit gets a boost with accessibility with a good Library and Reading room. The RWAs must tale a lead to have the facility, may be in the club room or in basement in every community. Many country judges its progress with the quality and proximity of a good library. I have seen such interest in Japan, US and Europe too. The residents themselves can build a library with their contributions and even the government provides assistance for this.

What India Makes- Pretty Laudable: This is my informative reply to a question that many ask. Where does India stand in manufacturing? India’s ranking among the world’s 10 largest manufacturing countries has improved by three places to sixth position in 2015#. 

India has potential of becoming the hub for hi-tech manufacturing with global giants such as GE, Siemens, HTC, Toshiba, and Boeing having either already manufacturing plants and R&D centres in India or some of them in process of setting it up. GE India is on track to achieve the sourcing target of $4 billion from India. GE has set up a dedicated production line at its Padappai facility near Chennaities for high-voltage transmission equipment.

India as an attractive destination for local manufacturing is its huge market and its a billion plus aspirational consumers who are improving their purchasing power by day. 

In September 2016, Foreign Direct Investment (FDI) in electronic manufacturing has reached an all-time high of Rs 123,000 crore (US$ 18.36 billion) in 2016, from Rs 11,000 crore (US$ 1.65 billion) in 2014.   

India has been a significant manufacturing power already in many sectors:

Bharat Heavy Electricals Ltd and Larsen and Toubro Ltd are the domestic heavyweights in power equipment manufacturing sector. 

Alstom T&D, Siemens Ltd and ABB India Ltd cater to power transmission and distribution. ABB has multiple global feeder factories in Nasik and Vadodara in India, which meets both domestic and global demand. ABB India’s exports have been cloaking 21 per cent CAGR over the last four years.

Thermax Ltd, Crompton Greaves Ltd and Cummins India Ltd also have its presence in industrial sector.

JCB is the largest manufacturer of earth-moving or construction equipment in the country, followed by Tata Hitachi Construction Machinery, Komatsu India Pvt. Ltd and Caterpillar India. The market picked up to 36,798 in 2015. With the hope of the market bouncing back, JCB India commissioned a third manufacturing facility in Jaipur last year. 

Indian companies have been the major manufacturers of tractors with major domestic manufacturers such as Mahindra, TAFE, Eicher and Escorts that are already expanding into the manufacture of the whole lot of farm machinery such as power tillers and combine harvester. Local players like Tirth Agro Technology that makes Shaktiman brand of implements have cornered 85-90% of the market in the initial shift to mechanisation. John Deere, German company Lemken and Italian Maschio Gaspardo have set up manufacturing facilities in India for farm machinery other than tractors. 

India has become one of the most attractive destinations for investments in the manufacturing sector. I keep a track of media about the new manufacturing units getting setup in India. It is pretty impressive. Some of the major investments and developments in manufacturing sector in the recent past are:
@According to Foxconn’s head of India operations Josh Foulger, the world’s largest contract manufacturer has already started manufacturing in India in SriCity and will expand its India operations next year, backing its $600 million investments already made in the country. 

@Huawei, the China-based smartphone manufacturer with solutions provider Flextronics Technologies (India) Private Limited will manufacture its smartphones at its facility in Chennai and is expected to generate additional 1,500 jobs.

:LeEco, a Chinese technology company, has entered into a partnership with Compal Technologies and invested US$ 7 million to set up manufacturing facility at Greater Noida in order to start manufacturing Le2 smartphones in India.

:Zopo Mobile, a China-based smartphone manufacturer, plans to invest Rs 100 crore (US$ 15 million) to set up a manufacturing plant in Noida by the end of 2016, which will have a monthly production capacity of 100,000 units.

@Home-grown Intex Technologies is planning a large integrated manufacturing plant spread over 1 million sq ft at a 20-acre property at Greater Noida at a cost of R1,500 crore. The production of first phase will start this year itself consolidating all its manufacturing activities which is currently spread over its four facilities in Jammu and Kashmir, Baddi and Noida.

@Manufacturing capacity of mobile phones and refrigerators from the Samsung plant at Noida will be doubled – mobile phones in particular will rise to 12 million a month from 6 million a month – in the three-year time frame. The Noida plant employs around 4,000 people. Samsung India will invest Rs 1,970 crore for doubling capacity at its Noida, Uttar Pradesh manufacturing facility by 2019-end, from where it plans to export mobile phones and white goods. 

@Panasonic Corporation plans to set up a new manufacturing plant for refrigerators in India with an investment of Rs 250 crore (US$ 37 million), and also invest around Rs 20 crore (US$ 3 million) on an assembly unit for lithium ion batteries at its existing facility in Jhajjar in the next 8-10 months.

Defence is another sector where there is a lot of activity.

@Tata Power has partnered with US-based Javelin Joint Venture, which is a partnership between Raytheon Company and Lockheed Martin, for its Strategic Engineering Division (SED), in order to create a strategy to co-develop and produce the Javelin missile system and integrate platform mounts to meet Indian requirements.

@Boeing Company, an American plane maker, and Tata Advanced Systems Ltd (TASL), a fully owned subsidiary of Tata Sons, have entered into a joint venture to set up a new facility in Hyderabad to manufacture Boeing AH-64 Apache helicopter fuselages.

:Airbus has procured more than US$ 500 million worth of supplies from India in 2015, registering a growth of 15 per cent annually and has targeted a cumulative procurement of more than US$ 2 billion over a period of five years up to 2020.

@Bengaluru-based defence electronics maker, Alpha Design Technologies that manufactures a variety of electronic devices for armed force in two its plants in Begaluru, has recently bagged a major export order from Israel’s Elbit Systems valued at $6 million for the supply of 600 units of VHF communication devices for armoured vehicles. It has a plan to set up two new greenfield manufacturing plants in Bengaluru to cater to the future orders from armed forces and export markets. It currently exports to Israel, the US and Germany

@The Brazilian Perto S. A., a Digicon Group company, a high technology and IT company and the world’s leading manufacturer of Automatic Teller Machines (ATMs) and Cash Dispenser Machines (CDMs), inaugurated its first plant in India, in the Mahindra World City in Jaipur. The manufacturing facility in Rajasthan required an initial investment worth $3.1 crore, that may exceed $6.5 crore.

@Italy-based Bonfiglioli, which makes gearboxes, gear motors and inverters for the industrial automation and renewable energy sectors, is planning to expand capacity in India with an investment of about Rs 85 crore. The company has manufacturing facilities near Chennai — one in Thirumudivakkam and another one in Mannur, near Sriperumbudur. 

@Canadian Bombardier Transportation India has manufacturing centres for metro coaches in Savli and Maneja, near Vadodara, Gujarat and has localised closed to 70 percent of the items.  

@The China Railway Rolling Stock Corporation (CRRC), a Chinese government company, will set up its manufacturing unit in the Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN) to build and supply coaches for Nagpur Metro. CRRC will make investment to the tune of Rs 1,500 crore to set up the manufacturing unit in MIHAN, which will generate employment opportunities for 5,000 people.

@Leading screen technology company Harkness Screens has a factory in Bengaluru.The facility in Bengaluru has capacity to manufacture 1,500 screens a year.The original investment decision was based on purely supplying the Indian cinema market. However, it now supplies screens around the world from the India’s Bengaluru factory to Japan, South Korea, Australia, and Thailand, among others.

@Cisco has recently announced that it will manufacture “a diverse product portfolio in India to support the government’s Make in India initiative.” The facility is most likely to come up in Pune.

@French major Schneider Electric is one of the very large industrial players in India with 28 factories, which are exporting more than 50% of their production, with 20,000 direct employment and 1500 in R&D and will invest additional Rs 750 crore in next year. 

@Canada’s Magna International Incorporated has started production at two facilities in Gujarat’s Sanand, which will supply auto parts to Ford Motor Co in India and will employ around 600 people at both units.

@Marquardt, the German company that makes premium automotive switches will be setting up a greenfield plant at Chakan, Pune, India and will expand the local R&D centre.

@Havells India Limited, one of the top Indian consumer electrical equipment producer, plans to set up a new manufacturing unit near Bengaluru by making an investment of Rs 1,059 crore (US$ 156.99 million), which would be its twelfth plant in India and its first outside north India.

@Endurance Technologies is the largest aluminium die casting manufacturer in India and one of the leading automotive component manufacturers in aluminium die casting (including alloy wheels), suspension, transmission and brake systems. It operates 18 plants in India and 7 plants in Europe. 

@Belgium-based wheelchair maker, Vermeiren, is launching its manufacturing facility in the integrated business city called Sri City, located near Chennai with its first phase of facility completed with an investment of around Rs 40 crore to manufacture 30,000 wheel chairs— and will offer its products to both India and overseas from the country.

@ GE healthcare have around 50 products globally that it has engineered and designed and developed in India. Those are selling well in India, (and) selling quite well globally as well. 

@Tristone Flowtech Group, the Germany-based flow technology systems specialist, has set up a new facility in Pune, which will manufacture surge tank as 

well as engine cooling and aircharge hose for the Indian market. The company plans to start the production at the plant in the fourth quarter of 2017.

Automobile manufacturing that really arrived with Suzuki has today the manufacturing plants of almost all globally known players in passenger cars, commercial vehicles, two-wheelers beside the domestic ones such as Tata Motors, Mahindra, Ashok Leyland, Hero MotoCorp and Bajaj Auto.
@Honda Motorcycle & Scooter India plans to invest around Rs 600 crore (US$ 88.94 million) to add a new line at its Narsapura facility at Karnataka, and launch at least 10-15 products during FY 2016-17 in the country.
@Force Motors, a utility and commercial vehicles manufacturer, inaugurated its Rs 100 crore (US$ 14.82 million) manufacturing facility in Pune, which will supply engines and axles to the Germany-based automobile manufacturer Mercedes-Benz.

@Isuzu Motors, the Japan-based utility vehicle manufacturer, has inaugurated its greenfield manufacturing unit in Sri City, Andhra Pradesh, which was set up for Rs 3,000 crore (US$ 444.72 million), with an annual production capacity of 50,000 units and is estimated to generate around 2,000-3,000 jobs.

Japanese are setting up manufacturing units in big way.
Toto, a manufacturer of sanitary ware, teamed up with trading house Mitsui to begin full-scale production at a state-of-the-art factory in Gujarat, which opened in August 2014.

Nidec, a maker of electric motors, announced last June that it would build its first plant in India, for ¥10bn (US$93m), in the Neemrana Industrial Area in Rajasthan—where Daikin has a factory. Nidec has plan to build around five factories in India. 

Yokohama Rubber completed a new plant in the country in February last year. 

India has all potential and possibility to become a manufacturing hub. But it is to move faster, and must improve much more than what it achieved in one year on the global index of ‘ease of doing business’ in India.
