Prime Minister Meets Chief Ministers

What are the intended outcomes of the meeting of the economist Prime Minister with the chief ministers such as one held in last two days, the first for the unprecedented price rise in the country, and the second for internal security?

As it appears, the PM gives a prepared speech and that follows some more speeches. And then the meeting concludes without any concrete action plan or just after creating a committee such as one to control the price rise.

As reported in media, it appears there is big difference sometimes in the perceptions of the problems by the states and the centre such as Narendra Modi blaming the centre for the price rise or not consenting for the state law on internal security, and even the prime minister blaming the states for not taking action against the price rise or for improving productivity in agriculture sector. Why can’t they agree to go fast on implementing the projects, be it of irrigation, rural electrification or road that can improve the situation?

I don’t know whom they try and wish to fool. With no election in near future they hardly bother.

Is the prime minister expected to make only prepared speeches and leave everything for the ineffective minister and bureaucrats who know how to pass the buck with innovated excuses and survive and prosper? And media remain confused and partisan.
